Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)

Brian Ó Domhnaill: Ba dtiocfadh go bhfuil mé mícheart air sin. Tá cuimhne agam go raibh an próiseas ansin. Bhí fo-choiste den chomhchoiste ann leis na hagallaimh sin a chur ar bun, agus d'oibrigh an córas iontach maith. Má bhí sé ag oibriú fá choinne na ceapacháin do bhord TG4 gus do bhord RTE ní fheicimse cén fáth a rachadh an t-Aire Stáit síos bóthar eile. Caithfidh mé a rá go mbeidh...

Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)

Brian Ó Domhnaill: I respect the comments made by my friend and colleague, Senator Harte. We are not questioning the role of county councillors. This is about giving a voice to the 95,000 people who are living in Gaeltacht areas and not taking their democratic right from them. This is about people like Moya MacNiallas in Gweedore and others who, in the 1970s, fought to ensure democracy was extended to the...

Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)

Brian Ó Domhnaill: I move amendment No. 6: In page 8, lines 30 to 32, to delete all words from and including "(whether" in line 30 down to and including "persons;" in line 32 and substitute the following: "which will conform to standards and structures to be prescribed by the Minister;". Fágfaidh mé faoin tSeanadóir Ó Clochartaigh leasú uimh. a 7 a phlé Leasú teicniúil atá i leasú uimh. a 6 faoi na...

Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)

Brian Ó Domhnaill: Is í cuspóir an leasaithe cumhacht a thabhairt don Aire Stáit go dtiocfadh leis féin an caighdeán agus an struchtúr a leagadh amach i bhfo-ordú i dtaca le grúpa nó le coiste pobal-bhunaithe. Tá sé fíor thábhachtach go dtarlódh sé sin. Níl an míniú atá scríofa sa Bhille sonrach go leor. Tá sé foscailte go mbéadh ar Údarás na Gaeltachta glacadh le hiarratas ó...

Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)

Brian Ó Domhnaill: Ba mhaith liom pointe gairid a dhéanamh. Glacaim go huile agus go hoimlán leis an méid atá ráite ag an Aire Stáit. Aontaím leis. B'fhéidir nach raibh an pointe a bhí mé ag iarraidh a chur i láthair soiléir go leor. Tá a fhios agam go bhfuil sé seo sonraithe ag an údarás, ag an Roinn agus ag an Stát faoin chóras atá leagtha síos agus i gcomhthéacs an comhairle dlí...

Seanad: Gaeltacht Bill 2012: Committee Stage (Resumed) (4 Jul 2012)

Brian Ó Domhnaill: They are all together.

Seanad: Sick Pay Scheme (3 Jul 2012)

Brian Ó Domhnaill: It is good to see the Aire Stáit in the House to take this Adjournment matter. The Minister is here as a business person as well as the Minister responsible for businesses. This Adjournment matter is to do with the transfer of responsibility for sick pay from the Department of Social Protection to employers generally. The proposals mooted by the Department to transfer the costs of the...

Seanad: Sick Pay Scheme (3 Jul 2012)

Brian Ó Domhnaill: I thank the Minister of State. I know he is responding on behalf of the Minister for Social Protection and that his Department has responsibility for employment but I am not sure what planet the Minister for Social Protection is living on if she believes that a preliminary analysis based on estimates of absenteeism in the private sector indicates that if a sick pay scheme with a duration of...

Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)

Brian Ó Domhnaill: Irish to follow. Le cois sin, tá buiséad an fhorais ag brath ar airgead ón Stát anseo agus airgead ón Aire nó an comhthionól sna Sé Contae. Tá buiséad an fhorais ag titim bliain i ndiaidh bliana. Dá bhrí sin - seo bun agus barr cur i bhfeidh an tAcht agus an Ghaeilge a shábháil - caithfidh airgead a bheith ar fáil leis na spriocanna atá sa straitéis agus an méid atá sa...

Seanad: Leader Programmes (28 Jun 2012)

Brian Ó Domhnaill: While I thank the Minister of State for his response, unfortunately, it contained little that is new. Although progress is being made, it is extremely slow, which is unfortunate. In my native county of Donegal, the local partnership company has been engaged in discussions with the Department since April but still does not have full authority to commence administering the scheme....

Seanad: Gaeltacht Bill 2012: Committee Stage (28 Jun 2012)

Brian Ó Domhnaill: I agree with Senator Cummins that much of the debate has focused on issues unrelated to the amendments. It is important that we focus on the amendments go mbeidh an deis againn plé sonrach a dhéanamh orthu. Sin an fáth go bhfuil na leasuithe ann, go mbeimid chomh sonrach agus is féidir. I dtaca leis an leasú seo, the amendments we have submitted demonstrate our fundamental opposition...

Seanad: Leader Programmes (28 Jun 2012)

Brian Ó Domhnaill: Baineann an rún seo leis na scéimeanna Leader a chuirtear ar fáil sna Gaeltachtaí, go háirithe i mo Ghaeltacht, Gaeltacht Dhún na nGall. I will continue in English for the benefit of the Minister of State, who has good Irish but who may on this occasion want the point made clear in English. The Leader fund is vital to this country and will be available until 2013. Meitheal Forbartha...

Seanad: National Cultural Institutions: Motion (27 Jun 2012)

Brian Ó Domhnaill: Tá fáilte roimh an Aire go dtí an Teach. Tá lúcháir orm a bheith anseo tráthnóna le cupla focal a rá ar an ábhar thábhachtach seo. Ba mhaith liom buíochas a thabhairt dos na Seanadóirí Neamhspleácha, the Independent Senators, for tabling this important motion. We are living in constrained economic times. Sometimes, however, society must weigh up what it believes in and...

Seanad: National Cultural Institutions: Motion (27 Jun 2012)

Brian Ó Domhnaill: Having spoken to representatives of a number of the organisations in question, it is certainly the view they are expressing. When my party was in government I challenged Ministers on this matter and insisted consultation was not meaningful enough. I ask the Minister to reflect on the matter. While I do not like to attach a value to the arts, the sector supports approximately 80,000 jobs and...

Seanad: National Cultural Institutions: Motion (27 Jun 2012)

Brian Ó Domhnaill: The Kerry jersey is on.

Seanad: Order of Business (27 Jun 2012)

Brian Ó Domhnaill: Not true.

Seanad: Order of Business (27 Jun 2012)

Brian Ó Domhnaill: I wish to comment on the personal insolvency announcement, but I cannot welcome the personal insolvency Bill because I do not know what is in the Bill and it would appear that the only people the Government have briefed on the contents of the Bill are the bankers.

Seanad: Order of Business (27 Jun 2012)

Brian Ó Domhnaill: That is incredible. This legislation is being introduced to protect the Irish people who are under pressure from the banks, but the first people to be briefed on it are the bankers. It shows, in the truest sense possible, where the Government's priorities lie. In my view, that is disgraceful.

Seanad: Order of Business (27 Jun 2012)

Brian Ó Domhnaill: It is a question for the Leader. When will the Minister for the Environment, Community and Local Government, Deputy Phil Hogan, the Minister who disappeared for two months, come to the House to discuss the septic tank regulations under the Water Services (Amendment) Act 2012? He reappeared yesterday at the Joint Committee on Environment, Culture and the Gaeltacht, looking well rested and...

Seanad: Order of Business (27 Jun 2012)

Brian Ó Domhnaill: The Minister gave no details.
