John McGuinness: It was for the HSE to implement this. The Department of Finance had sanctioned it.

John McGuinness: I want to explain this to those who may be listening, including other members who are attending remotely. Mr. Carey approved it. He wrote to Mr. Scanlan in 2008. At that stage it began to stop making progress. Mr. Drumm was asking for progress to be made.
