Seán Fleming: To clarify, in order that people will understand the subtlety, if Mr. McCarthy is dealing with the annual audit of the appropriation accounts of a line Department, for example, the Department of Education and Skills which we are currently discussing and an issue comes to light, he can include a specific chapter on it in his annual report.
