It is stated that the underspend was due to a delay in the planned filling of vacancies due to lack of availability of panels and security vetting. Why was there a delay with security vetting?

My colleague, Deputy O'Connell, asked about the withdrawal of the provider and Mr. Moloney has given an explanation. The same explanation is given for both offices, including the Office of the Attorney General. Was it the same contract?
