- Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (Resumed) (22 Nov 2022)
Donnchadh Ó Laoghaire: I thank Dr. Muldoon and Ms Connolly. Does Ms Moran wish to comment on the role of libraries?
- Science Week: Statements (15 Nov 2022)
Donnchadh Ó Laoghaire: Tá mé ag roinnt ama leis an Teachta O’Rourke. I thank everyone involved in and taking part in Science Week. It is an important initiative that gives us an opportunity to platform science and how it affects and shapes our everyday lives. The pandemic, perhaps more than other times, brought the role of science and scientists centre stage and into everyday conversation....
- An tOrd Gnó - Order of Business (15 Nov 2022)
Donnchadh Ó Laoghaire: Mar is eol don Taoiseach, bhí scéal ann i dtaobh míle leanbh i gConamara a chaill amach ar bhéilí scoile de bharr gur tharraing an comhlacht a bhí ag soláthar na mbéilí amach. The Taoiseach may be aware that in Connemara recently, 1,000 children lost their school meals because the provider ceased to provide them, citing financial pressures. This...
- An tOrd Gnó - Order of Business (15 Nov 2022)
Donnchadh Ó Laoghaire: I echo the call from Deputy Bacik on a debate on the abuse in Blackrock College and the Spiritans. The revelations over the course of the past week have been absolutely horrifying. It is clear that there will need to be a response from the State that will need to be thoughtful, considered and in line with the needs and wishes of the survivors and those who have bravely come forward. That...
- Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education (15 Nov 2022)
Donnchadh Ó Laoghaire: Gabhaim buíochas le gach duine as teacht os ár gcomhair agus fianaise a thabhairt. Tá sé an-tromchúiseach agus is léir go bhfuil go leor constaicí ann chun é a réiteach do na scoláirí go léir. I agree very much with what Mr. Power said about schools being well placed. Not all of the issues facing young people are related to...
- Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education (15 Nov 2022)
Donnchadh Ó Laoghaire: I hope Mr. Chambers does not mind me interrupting. I am under time constraints. To drill down into it, obviously there has to be a triaging when resources are short but am I right in saying that, at the moment, a child who is self-harming but not considered to be suicidal would not necessarily be able to access CAMHS?
- Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education (15 Nov 2022)
Donnchadh Ó Laoghaire: I will rephrase the question. Self-harm alone is not adequate to ensure access to CAMHS.
- Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education (15 Nov 2022)
Donnchadh Ó Laoghaire: I acknowledge that there is complexity to this but my understanding of the situation on the ground is that the under-resourcing is so severe – I know Mr. Chambers is one of the people trying to resolve that and it is not necessarily his fault or anything like that; it is people working with him – that children and others in serious circumstances are referred to primary care...
- Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education (15 Nov 2022)
Donnchadh Ó Laoghaire: Mr. Smyth said there approximately 100 students in training programmes every year but far more than that come through psychology degrees. Obviously, there is a significant difference but it seems that between the two stages, we are losing a lot of people who might be fit to help. What is the reason for this? Where are these people going? What are they doing if they are not going into...
- Written Answers — Department of Education and Skills: Education Policy (15 Nov 2022)
Donnchadh Ó Laoghaire: 339. To ask the Minister for Education and Skills the estimated cost of implementing "ESD to 2030: Second National Strategy on Education for Sustainable Development"; the amount that has been spent on this to date; and the estimated cost to fully implement this in each year and cumulatively. [56393/22]
- Written Answers — Department of Employment Affairs and Social Protection: Social Welfare Benefits (15 Nov 2022)
Donnchadh Ó Laoghaire: 385. To ask the Minister for Employment Affairs and Social Protection the status of an application by a person (details supplied) for domiciliary care allowance; and if she will make a statement on the matter. [56392/22]
- Water Policy: Statements (9 Nov 2022)
Donnchadh Ó Laoghaire: I will make a start, a Cheann Comhairle.
- Water Policy: Statements (9 Nov 2022)
Donnchadh Ó Laoghaire: Leanfaidh mé ar aghaidh agus má thagann an Teachta Paul Donnelly, ligfidh mé isteach dó. It is good to see you back, a Cheann Comhairle back. Fáilte romhat ar ais. Tá sé go maith tú a fheiceáil i mbarr do shláinte agus do bheatha arís. On Irish Water, I might surprise the Minister of State, Deputy Peter Burke, by starting out with...
- Ceisteanna ó Cheannairí - Leaders' Questions (9 Nov 2022)
Donnchadh Ó Laoghaire: Skehard Road.
- Long Covid Health Services: Motion [Private Members] (9 Nov 2022)
Donnchadh Ó Laoghaire: The word "debilitating" has been used in a few speeches. From the few people I have known, both through my office and in the community generally, who have suffered from long Covid, that is precisely the word. It has laid them completely low. It is quite a serious illness. Previously very energetic, active people who were very involved in the community struggle to get out of bed or maybe...
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (27 Oct 2022)
Donnchadh Ó Laoghaire: On Tuesday, more than 100 people, many of whom were elderly and vulnerable, were on trolleys in Cork hospitals, between Mercy University Hospital and Cork University Hospital, CUH. That occurred on 25 October, with the worst of the winter yet to come. The Irish Nurses and Midwives Organisation, INMO, is looking for a number of measures to ensure the situation in CUH does not deteriorate in...
- Development (Emergency Electricity Generation) Bill 2022: Second Stage (26 Oct 2022)
Donnchadh Ó Laoghaire: The situation that we face this winter has the potential to be severe. Regrettably, there is a need for urgent action, including additional generation of power. For that reason, we do not oppose the legislation, but we have some concerns about the manner in which it is being processed. I accept that it is frustrating when we see the situation, we are in. It is due to Government policy in...
- Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (26 Oct 2022)
Donnchadh Ó Laoghaire: Gabhaim buíochas leis an Aire as ucht teacht os ár gcomhair. Ní baill den choiste mé ach tá suim agam san ábhar seo. Tá dhá chuspóir tábhachtach á bplé againn anseo; ar an gcéad dul síos, go mbeadh leanaí le riachtanais speisialta oideachais in ann páirt chomh iomlán is gur féidir leo a ghlacadh i...
- Joint Committee on the Irish Language, the Gaeltacht and the Irish Speaking Community: Díolúintí i leith Staidéar na Gaeilge sa Mheánscolaíocht: Plé (Atógáil) (26 Oct 2022)
Donnchadh Ó Laoghaire: Ceart go leor. Is cóir dúinn a bheith ag smaoineamh ar na catagóirí éagsúla i measc leanaí le riachtanais speisialta. Tá leanaí ann nach bhfuil muinín acu nó nach féidir staidéar a dhéanamh ar an nGaeilge, tá dream eile gur féidir, agus tá dream eile arís a mbeadh ag iarraidh staidéar a...
Tuigim é sin agus bhí a fhios agam go raibh dlínsí eile ina bhfuil a leithéid de dhíolúintí ann. Táimid tar éis cuid mhaith athbhreithnithe a dhéanamh ar ár gcóras le blianta beaga anuas agus bheinn ag súil gur bhunaíomar na hathruithe sin ar an gcleachtas is fearr idirnáisiúnta. An cheist...
