Joint Oireachtas Committee on Health and Children: Department of Health Statement of Strategy 2011-14: Discussion with Secretary General of Department of Health (20 Sep 2012)

Michael Colreavy: Yes, Chairman, but strategies must be based on what is happening at present. There is a shortage of theatre staff. What measures are being taken to address it? I find it difficult to rely on the demand and service supply statistics being quoted. My experience on the ground would differ from those quoted. Has there been an administrative change in definitions for waiting lists, service...

Animal Health and Welfare Bill 2012 [Seanad]: Second Stage (19 Sep 2012)

Michael Colreavy: It must have been a wild Donegal cat if it took three gardaí and an NGO to deal with it, although I have known some cats in Donegal. I commend the Minister and the Department on producing this legislation and I commend the previous Government for initiating the work on it. I acknowledge the Minister's commitment to animal welfare and I have no doubt the legislation will be improved as...

National Vetting Bureau (Children and Vulnerable Persons) Bill 2012: Second Stage (Resumed) (19 Sep 2012)

Michael Colreavy: This State has had a poor record of protecting children. We are all too familiar with the harrowing tales from industrial schools, general schools and clubs where children were left open to abuse by predators. The State did little or nothing to protect them. We are also acutely aware of the occasions on which children were abused in their own homes, where they were entitled to protection...

Order of Business (18 Sep 2012)

Michael Colreavy: When will the heads of the proposed mineral developments Bill be published? Will it incorporate the issue of transparency and accountability in the granting of exploration and extraction licences?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: In respect of the training and support Mr. Lynskey was offering farmers, was any support offered by the Department?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: Are Mr. Lynch and Mr. Lynskey aware whether anybody from the four companies which did not survive have been working with Teagasc or any of the agencies?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: It was probably an unfair question to ask. Mr. Lynskey states in his presentation that there was no market failure. Obviously, somebody was claiming that there was. Who was it?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: It will be necessary to hold further discussions on this issue with other agencies. While developing the commercial farm management system and the interfaces with the system of the Department, did Mr. Lynskey seek or receive any funding from the Department for the development of the interfaces?

Other Questions: Proposed Legislation (18 Sep 2012)

Michael Colreavy: To ask the Minister for Environment, Community and Local Government the progress that has been made on the road map to develop a Climate Change Bill; and the contact he has had with his counterparts in the Northern Assembly. [39073/12]

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: I can understand why the Department would need a national database because of its role of oversight and can understand why it would need to take data from the farm assist programme in order to help it process payments or whatever else it has to do. However, I do not see how it could be to the Department's benefit to develop its own software to do all this work, licensing the software to...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: My next question may be unfair and Mr. Lynskey may not know the answer to it. Is he aware of any State agencies that have paid for computer specialists to replicate software that is already on the market?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: I accept the point in regard to functionality, which is the key. To Mr. Lynch's knowledge, has the Department brought in paid IT personnel to provide functionality that was already available on the market?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: I will put one further question, if I may. At that point, ten years ago, did the Department's web-based system include the software functionality that is listed by the delegates on page 6?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Management Information Technology Systems: Discussion (18 Sep 2012)

Michael Colreavy: Yes, I did so and I must say that I remain somewhat puzzled. A lot of things just do not make sense. Mr. Lynch says the two companies have 9,000 customers between them. I am somewhat familiar with software houses and know it is not just a question of giving a package to somebody to plug into a machine and away they go. There are maintenance and support calls after that. Who is doing that...
