- Seanad: Finance (No. 2) Bill 2008 (Certified Money Bill): Committee and Remaining Stages (19 Dec 2008)
Paddy Burke: When we reached section 15 I asked whether it dealt with those living outside the State for tax purposes. It is not clear from the text of the Finance Bill which section deals with this issue. I would like to know which is the relevant section because I wish to ask a number of questions, specifically on how the procedure for dealing with such persons will be policed.

- Seanad: Finance (No. 2) Bill 2008 (Certified Money Bill): Committee and Remaining Stages (19 Dec 2008)
Paddy Burke: How does the Minister propose to police the arrangements pertaining to those who reside outside the State for tax purposes? I understand such persons must be outside the State for 186 days in the year. If a person arrives in the State at 11 p.m., is it considered a full day? On the issue of sportspersons, are days on which jockeys or golfers are in Ireland attending race meetings, the Irish...

- Seanad: Motor Vehicle (Duties and Licences) (No. 2) Bill 2008: Second Stage (17 Dec 2008)
Paddy Burke: While I welcome the Minister of State, Deputy Michael Kitt, I am disappointed the Minister is not present to respond to the issues Senators raise. Although I do not welcome the Bill in its entirety, I am pleased to contribute to the debate on it. It is disingenuous of the Minister of State to argue that motor taxation has increased at a slower rate than inflation over the past eight years....
- Seanad: Social Welfare (Miscellaneous Provisions) Bill 2008: Committee and Remaining Stages (16 Dec 2008)
Paddy Burke: I support Senator McFadden on this very good amendment, which is one from which we can derive much information. The Minister referred to 115 staff that would be brought into the Department. Where do these people come from? I fully agree that there must be a degree of flexibility in other Departments to allow the Minister to take people from other Departments and bring them into the...
- Seanad: Social Welfare (Miscellaneous Provisions) Bill 2008: Committee and Remaining Stages (16 Dec 2008)
Paddy Burke: Is it a new development that people are moving around within Departments? Has it always been the case or are people more flexible now in respect of moving from one Department to another? It is a good idea that people would be flexible and that where there is an overload of work, people can move from one Department to another.
- Seanad: Social Welfare (Miscellaneous Provisions) Bill 2008: Committee and Remaining Stages (16 Dec 2008)
Paddy Burke: I support Senator McFadden's amendment. It is regrettable that people who have lost their jobs, or self-employed people who have lost their businesses, cannot avail of the back to education allowance if they have been in receipt of social welfare for less than six months. It is unreasonable that such persons must waste a year before they can participate in this scheme. I am aware of...
