Brian Leddin: I am mindful of time, Dr. Richards, so I am going to push on. I thank Deputy Bruton.
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: I think Mr. Ó Brolcháin said no solar on any peatland whatsoever. Does that include even degraded peatland?
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: Even with degraded peatland, there is still a possibility that it could be-----

- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: I thank Mr. Ó Brolcháin. Is Dr. O'Mara keen to depart?
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: That is a fair point. Dr. O'Mara is right to say that before he departs as he might leave some misconceptions. Will Dr. O'Mara say what countries are doing this well? Do we know that? Is it still at an early stage internationally? I see Mr. Ó Brolcháin is keen to respond also, but I will allow Dr. Richards to do so first.
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: I wish to come in on that and perhaps address Teagasc. Its role is to do the research and take us from a place where there is, it probably wrong to say a vague understanding, but not an exact understanding of where our emissions are. Is Teagasc’s role also, in the next phase, to advise Government? There is a policy advice side to Teagasc as well. Am I correct in saying that? We...
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: However, it is not just numbers. Teagasc will get into the weeds, so to speak, and perhaps propose policy measures that might be appropriate.
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: Would it not be Wellington?
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: I thank Senator McGahon and Mr. Ó Brolcháin for being the first to reference Napoleon in this committee. I might be the first to reference the Duke of Wellington, who was probably mapping the country in 1812, rather than his adversary in France. I have one question and if there are no other questions from members we will wrap it up quickly. On the 2018 baseline and given the...
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: At some point, we are going to have to decide policy while not knowing. There will always be an evolution of measurements and science, but we need to design policies such that we allow for a greater understanding in the future. I do not know how we will do that. It is going to be very difficult.
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: I thank Dr. Richards for that response.
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: If there are no further questions from members, we will conclude. I thank all of those in attendance for their contributions. I also thank Professor O'Mara, who had to leave early. This was a comprehensive interesting session. I thank our guests for their very detailed opening statement, which gave us a great deal to think about. We will have another session on the topic next week. That...
- Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)
Brian Leddin: I am conscious of Dr. O' Mara's time so I will ask a couple of questions before he leaves. What Mr. Ó Brolcháin has said is a very positive view and points a way forward that gets us out of some of the real difficulties we have had in this conversation around rewetting. He is saying, and I think Teagasc representatives are also saying, that it does not mean we are flooding land...

Brian Leddin: 10. To ask the Minister for Transport, Tourism and Sport his plans to develop the port infrastructure here to enable the deployment of offshore wind farms, particularly on the west coast, in view of a report finding that Belfast Harbour is the only port capable of supporting large fixed and floating wind projects; and if he will make a statement on the matter. - Ceisteanna Eile - Other Questions: Ports Policy (10 Nov 2022)
Brian Leddin: What are the Department's plans to develop port infrastructure to enable the deployment of offshore wind farms, particularly along our west coast, in light of the report by Wind Energy Ireland which found that only Belfast is suitable?
- Ceisteanna Eile - Other Questions: Ports Policy (10 Nov 2022)
Brian Leddin: I thank the Minister of State for her answer. I am particularly interested in the west. Galway and Limerick have a major role to play as we develop our offshore resource. This is strongly linked to the development of rail. This issue is not just a matter of offshore renewable energy but about shifting rail freight from east to west. There is a fantastic opportunity in the Minister of...
- Ceisteanna Eile - Other Questions: Ports Policy (10 Nov 2022)
Brian Leddin: I welcome the Minister of State’s response and I fully agree with the multi-port approach. I encourage the Government to leave no stone unturned in developing all our ports as quickly as possible. An important point to make about the development of these sports is that they are keystone projects in realising a wider and positive vision. We in this country can be accused of siloing...
