- Joint Oireachtas Committee on Children and Youth Affairs: Tackling Childhood Obesity: Discussion (Resumed) (10 Oct 2018)
Fintan Warfield: Yes.
- Joint Oireachtas Committee on Children and Youth Affairs: Tackling Childhood Obesity: Discussion (Resumed) (10 Oct 2018)
Fintan Warfield: I respect that view. The Chairman mentioned that our cities are old and there are bottlenecks so one cannot facilitate cyclists. When I cycle to work in Leinster House I feel the most safe when I cycle on the cycle lane around St. Stephen's Green because it is much wider than elsewhere. The city of Brussels in Belgium has contraflow cycle lanes all over the place. I feel their...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: I welcome the Minister and I thank her for her presentation. On the doubling of funding, I accept that the Minister cannot give any commitments this close to the budget despite the seven-year commitment in this regard but Governments have a responsibility not to make promises they cannot keep and to keep every commitment they make. When the Taoiseach referred to a doubling of arts funding...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: If I work for the Heritage Council or I rely on its support for local projects can I be confident that the Taoiseach's commitment to a doubling of funding, which the Minister has clarified is arts, culture and sports funding, includes funding for the heritage area?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: And sport.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: I welcome the Minister's comments regarding Project Ireland 2040. Will the Minister accept that there is a notable absence in Project Ireland 2040 around capital funding for artist spaces? The local authorities, including Dublin City Council, do very good work in this regard. The Dublin City Council development plan makes provision for artist spaces but there is much more to be done at a...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: Under what programme is the €40 million provided?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: The Minister also mentioned the protection of collections, which is set out on page 5. From my reading of the plan I do not get a sense that there is a commitment to a shared national storage facility. We are hearing from our national institutions that there is an unprecedented storage crisis as collections continue to grow. We all know that without intervention those collections are at...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: The Minister mentioned the digitisation of collections. When I leave this meeting I will be going to the Seanad for the debate on the Copyright and Other Intellectual Property Law Provisions Bill 2018. I accept that this does not come within the Minister's remit but her Department did some work in this area under the former Minister, Deputy Humphreys. Fianna Fáil passed an amendment...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: Given the conversations about the policy of "arm's length", and given that it is curated by the Department, will the Bank of Ireland space go out to tender? How does the Minister see the space being "animated", as she said in her speech? Can we expect that space to be run at an arm's length as well? It is a major cultural space in this city.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Mid-Year Review of Department of Culture, Heritage and the Gaeltacht: Discussion (3 Oct 2018)
Fintan Warfield: All the exhibitions will be under its remit in the ten-year period.
- Seanad: Copyright and Other Intellectual Property Law Provisions Bill 2018: Committee Stage (3 Oct 2018)
Fintan Warfield: I welcome the Minister of State to the House. As I stated previously, it sets a bad precedent when the State uses a substantial amount of time and resources in compiling reports and then ignores the recommendations. The Modernising Copyright report was widely welcomed by all the stakeholders who contributed to that process. The omission of aspects that allow for private copying exceptions,...
- Seanad: Copyright and Other Intellectual Property Law Provisions Bill 2018: Committee Stage (3 Oct 2018)
Fintan Warfield: Yes. Senator Bacik mentioned my small contribution. Like I said in my opening remarks, I believe these amendments are somewhat unnecessary if the Government is willing to accept amendments Nos. 7 and 8. Will the Minister of State let us know what he is thinking in terms of amendments Nos. 7 and 8?
- Seanad: Copyright and Other Intellectual Property Law Provisions Bill 2018: Committee Stage (3 Oct 2018)
Fintan Warfield: I move amendment No. 2:In page 21, line 41, to delete “any combination thereof).”.” and substitute the following:“any combination thereof). (4B)(a) It is not an infringement of the rights conferred by this Act if a Board or authority to which this section applies reproduces any work that is made available in the State through the internet. (b) Where any work has...
- Seanad: Copyright and Other Intellectual Property Law Provisions Bill 2018: Committee Stage (3 Oct 2018)
Fintan Warfield: I was in the committee rooms before I came here. The Minister for Culture, Heritage and the Gaeltacht was also there. It seems the buck is being passed between the two Departments, and I cannot identify who has responsibility for this issue. The consultation was published in April 2017 and the copyright review committee has called for this since 2013. It is not difficult to sweep and the...
- Seanad: Copyright and Other Intellectual Property Law Provisions Bill 2018: Committee Stage (3 Oct 2018)
Fintan Warfield: The Senator is welcome. I would be disappointed to withdraw this amendment.
- Seanad: Copyright and Other Intellectual Property Law Provisions Bill 2018: Committee Stage (3 Oct 2018)
Fintan Warfield: Yes, but the Fianna Fáil amendment has delayed it for two years. How long does the Minister of State expect the feasibility study to take?
- Seanad: Copyright and Other Intellectual Property Law Provisions Bill 2018: Committee Stage (3 Oct 2018)
Fintan Warfield: The feasibility study that has suddenly become the main part of this debate was only included by Fianna Fáil in the Dáil as a result of the legislation entirely ignoring the digital deposit. The legislation deals with ebooks. I would not be doing my job as someone who holds the Government to account if I did not take into account the 90% of the people who came to the Department...
- Seanad: The Transfer of Functions of Dún Laoghaire Harbour Company to Dún Laoghaire-Rathdown County Council: Statements (3 Oct 2018)
Fintan Warfield: I commend Senator Horkan for calling for this debate. The transfer of the functions of DLHC to Dún Laoghaire-Rathdown County Council is shrouded in confusion. It is disappointing that this debate falls on the day on which, I understand, the transfer is due to be completed. The risk assessor's report has projected a net financial risk of €33.5 million to the council, local...
- Seanad: Electoral Commission: Statements (27 Sep 2018)
Fintan Warfield: I welcome the Minister to the House. When we speak about people engaging with an online system, Estonia has one of the highest levels in Europe of citizen engagement with the state using online platforms. Ireland is quite a good deal lower down the list. There seem to be many documents that are produced by the Minister's Department that are unavailable on the website. It was most...
