Leaders' Questions. (26 Jan 2005)

Conor Lenihan: Does Deputy Ó Caoláin still seek to justify the murder of Detective Garda Jerry McCabe?

Seanad: Passport Regulations. (1 Dec 2004)

Conor Lenihan: I thank Senator Browne for his kind comments. The 0.7% target is real and will be achieved. It is a matter of profound regret to me that it cannot be achieved within the timeframe set out, that is, by 2007. I have no doubt we will achieve it. It is a great sign of our country's progress that we are in a position to achieve the target. It is timely to hear Senator Browne say that the poverty...

Seanad: Passport Regulations. (1 Dec 2004)

Conor Lenihan: I do not know if I can offer too much satisfaction to the Senator in that regard. He used the phrase "once a passport is valid", which is the problem even within the EU. In other words, if one does not have a valid passport and one is asked to produce it, whether by an airline or whoever within the EU, if the passport is not up to date for the return journey it is difficult for the carriers...

Seanad: Passport Regulations. (1 Dec 2004)

Conor Lenihan: It must be valid for six months beyond the arrival date in a country.

Seanad: Passport Regulations. (1 Dec 2004)

Conor Lenihan: Some countries apply that rule but it can only be applied outside the EU, not within Union. I think I made that point clear. One can only apply that kind of validity beyond the journey date outside the EU but within the EU it cannot be applied. I am not clear about Lanzarote. I understand that while Lanzarote is technically part of the EU, it may have some protocols arising from Spanish...

Seanad: Planning and Related Issues: Statements (Resumed). (28 Oct 2004)

Conor Lenihan: I fully agree with the Senator.

Written Answers — Overseas Development Aid: Overseas Development Aid (19 Oct 2004)

Conor Lenihan: I propose to take Questions Nos. 165, 203, 230 and 362 together. I refer the Deputies to my answers to Questions Nos. 156, 157 and 158.

Written Answers — Millennium Development Goals: Millennium Development Goals (19 Oct 2004)

Conor Lenihan: The declaration which was adopted at the UN millennium summit in 2000 included eight millennium development goals, MDGs. The goals set specific time-bound measurable targets to be achieved by 2015 in areas such as the reduction in the number of people living in extreme poverty, universal primary education, maternal and child mortality and HIV-AIDS. The Secretary General will conduct the first...

Written Answers — Conference on Poverty: Conference on Poverty (19 Oct 2004)

Conor Lenihan: I propose to take Questions Nos. 201 and 215 together. The event to which the Deputies refer was the high level meeting of world leaders for action against hunger and poverty organised at the initiative of President Luiz Inácio Lula da Silva of Brazil. Ireland was represented at the meeting by the former Minister for Foreign Affairs, Deputy Cowen. The meeting took place at UN headquarters in...

Written Answers — Debt Relief: Debt Relief (19 Oct 2004)

Conor Lenihan: My predecessor, Deputy Kitt, as Minister of State with responsibility for development co-operation and human rights, attended a seminar in Rome entitled, Poverty and Globalisation: Financing for Development, including the millennium development goals, on Friday, 9 July 2004. The seminar was organised by the Pontifical Council for Justice and Peace and attracted, among others, the UK...

Written Answers — Overseas Development Aid: Overseas Development Aid (19 Oct 2004)

Conor Lenihan: UN Resolution 1325, adopted by the Security Council in October 2000, highlights the particular vulnerability of women in situations of armed conflict. The contents of Resolution 1325 have been taken on board by my Department, especially in its humanitarian policy on emergency response. The ongoing and widespread exploitation and gender based violence perpetrated against women and girls in...

Written Answers — Overseas Development Aid: Overseas Development Aid (19 Oct 2004)

Conor Lenihan: A budget of €30.65 million has been allocated for Ireland's official programme of development assistance to Uganda in 2004. That allocation is in line with the budgetary provisions of my Department's country strategy paper for Uganda, which sets out the strategy for Ireland's programme of development assistance to Uganda for the period 2004-06. The goal of the programme is to support...

Written Answers — Overseas Development Aid: Overseas Development Aid (19 Oct 2004)

Conor Lenihan: Hurricane Ivan, one of the most powerful hurricanes to hit the Caribbean in recent memory, ravaged the islands of Haiti and Grenada last month. More than 1,500 people lost their lives in Haiti and a further 300,000 have been affected by the subsequent flooding. Severe environmental degradation has exacerbated the effects of the hurricane. Haiti is one of the world's poorest countries and has...

Written Answers — Overseas Development Aid: Overseas Development Aid (19 Oct 2004)

Conor Lenihan: Ireland's programme of development assistance is primarily focused on the African continent. This programme addresses issues related to poverty, including conflict and food security. This assistance is delivered through a number of channels, directly through our embassies in a number of African countries and indirectly using NGOs, UN agencies and other international organisations. As well as...

Written Answers — Overseas Development Aid: Overseas Development Aid (19 Oct 2004)

Conor Lenihan: I refer to the issues raised in the CORI policy recommendations relating to official development assistance. With regard to the UN target, the programme for Government commits the Government to spend 0.7% of GNP on ODA by 2007. The Government will make every effort to meet that target. ODA has increased dramatically in recent years from €158 million in 1997 to an expected outturn of €475...

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I propose to take Questions No. 156 to 158, inclusive, together. The programme for Government commitsthe Government to spending 0.7% of GNP onofficial development aid by 2007. The Government will make every effort to meet that target. Our spending on official development aid has increased dramatically in recent years. In 1997 we spent €158 million on ODA. This year we will spend...

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: The Deputy has asked a number of questions, the most pertinent of which is on the 0.7% of GNP target. That remains the target of the Government and was arrived at by Cabinet decision. If he listened to both the Tánaiste and the Taoiseach in recent days and weeks, the Deputy would know that target remains in place. We intend to achieve it in line with the Government decision. Some people seem...

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: The commitment remains to be achieved. For the purposes of discussion on the Estimates, my Department will go into discussions with other Departments and will make the case that the target should be achieved within the time frame outlined. The idea of needing to incorporate the commitment within legislation is a double-edged instrument. One of the dangers of doing that is that it would lead...

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I thank the Deputy for his gracious comments on my latest appointment. For the Department of Finance benchmarking is an issue. The bulk of benchmarking actually has been delivered at this stage. The remainder has yet to be delivered and some of it is subject to local agreement on improvements in performance and efficiency.

Overseas Development Aid. (19 Oct 2004)

Conor Lenihan: I am not the Minister of Finance and I will not make pronouncements on his behalf. He may take umbrage at them. The pension provision is also an entirely separate matter for the Department of Finance. There is an issue with holding percentage figures in stone. The effect of that is that if there is a reverse in the economy, the actual amount will decrease.
