Richard Bruton: Few people know of the existence of the seed capital scheme as only 63 claimed it. This scheme allows a PAYE worker who establishes a business to get a refund of the tax paid in the previous six years to offset against some of the investment being made. The 63 claimants are a drop in the ocean of the 12,000 businesses which have been established. The scheme should be more widely available.
