Rather than developing this untested concept, would it not be a better approach to require additional capital for systemic banks...

My understanding is that small institutions would be resolved under the ordinary insolvency procedure. Is that the case? If so, why is there a requirement on them to hold MREL instruments when there would never be a bail-in?
