Joint Oireachtas Committee on Education and Skills: Key Issues in Higher and Further Education: Discussion (21 Jun 2023)

Marc Ó Cathasaigh: That is useful. There is a way to run yet. The technological universities have been a driver towards the balanced regional development to which Senator Dolan referred and for which we are all striving. An issue in respect of transformational funding has been raised with me consistently. Transformational funding was extremely important in the introduction of multicampus universities and...

Joint Oireachtas Committee on Education and Skills: Key Issues in Higher and Further Education: Discussion (21 Jun 2023)

Marc Ó Cathasaigh: I will stay with the TUs, which we need to function as research institutions. The Minister will not be blindsided by the following question because I have put it to him previously. I feel, as do the institutions, that there is a need to develop a professorship model so that we encourage that research facility. These institutions can be huge engines for research in each of their regions....

Joint Oireachtas Committee on Education and Skills: Key Issues in Higher and Further Education: Discussion (21 Jun 2023)

Marc Ó Cathasaigh: I think the Minister will get to escape for a short period.

Joint Oireachtas Committee on Education and Skills: Key Issues in Higher and Further Education: Discussion (21 Jun 2023)

Marc Ó Cathasaigh: There is also a great train service.

Joint Oireachtas Committee on Education and Skills: Key Issues in Higher and Further Education: Discussion (21 Jun 2023)

Marc Ó Cathasaigh: Before I ask my questions, I support the Chair's view on teacher education. I am not saying that the centres of excellence model is outdated, but the list of centres available within the State is old. If I am right, it dates back quite a number of years. It could be updated. There is a history of education, particularly lifelong education, at the Waterford campus of SETU. It is a space I...

Joint Oireachtas Committee on Education and Skills: Key Issues in Higher and Further Education: Discussion (21 Jun 2023)

Marc Ó Cathasaigh: I thank the Minister. That is very helpful.

Ceisteanna - Questions: Departmental Data (20 Jun 2023)

Marc Ó Cathasaigh: 13. To ask the Taoiseach if he will report on the well-being framework for Ireland, overseen by his Department. [29514/23]

Ceisteanna - Questions: Departmental Data (20 Jun 2023)

Marc Ó Cathasaigh: I wanted to return to this idea of cultural and language expression as a measurement within our well-being framework. I wanted to compare and contrast what we measure here in Ireland versus what is measured in Wales, with its well-being framework. The Welsh model measures the percentage of people attending or participating in arts, culture or heritage at least three times a year, the...

Written Answers — Department of Education and Skills: School Facilities (20 Jun 2023)

Marc Ó Cathasaigh: 295. To ask the Minister for Education and Skills the information her Department's planning and building unit has available regarding current Irish primary school outdoor spaces, including the average space available, how the space was designed, what boundaries, surfaces, equipment and natural elements are in situ, whether funding for equipment has been through public or private means, if the...

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: I thank Dr. May for her presentation this morning. A lot of discussion has centred around governance, and Dr. May has outlined that there is tension between that development role and the governance role. I think it only makes sense for the person who is paying over the money to have a responsibility in terms of oversight on how that money is spent. I will return, maybe, to some of those...

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: To clarify, it is broken into different categories: technical advice, other expenditure, and financial and actuarial advice. Would this be falling into the technical advice category? That is where we saw the greatest expansion in expenditure.

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: Please.

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: They are back on their feet?

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: That is good news. I wanted to return to Cycling Ireland which I know was briefly dealt with. An internal audit was commissioned by Sport Ireland around some of the issues of the false comparative quotations. Did the audit produce recommendations? If it did, where do we stand in relation to those recommendations?

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: This may be slightly tangential. Women in sport is a large part of Dr. May's role as well. Did any of those recommendations deal with the women in sport aspect as it relates to Cycling Ireland? I know for example, that there is quite a disparity in funding between the men's race and Rás na mBan. Did any of the recommendations in the report address that disparity?

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: This question is for Mr. Ó Lionáin. Deputy Catherine Murphy asked about capital funding to Cycling Ireland. Mr. Ó Lionáin said that he thinks the organisation is back in good standing. I think we would prefer a more detailed response, particularly given the investment in the national velodrome.

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: I want to turn briefly to Horse Sport Ireland. Again, we are into governance and funding issues here. I do not want to say the picture is murkier because of the connotations but it is more difficult, in that Sport Ireland is not the sole provider of funds to Horse Sport Ireland. The Department of Agriculture, Food and the Marine is involved as well. Has Dr. May seen the report by Indecon...

Public Accounts Committee: Financial Statements 2021 - Sport Ireland and Sport Ireland Facilities DAC (15 Jun 2023)

Marc Ó Cathasaigh: How would Dr. May characterise it, because the arrangement is unique? Has Dr. May had adequate access to the Department of Agriculture, Food and the Marine? Has she had the opportunity to sit down with them and discuss the findings of the report by Indecon International and the other governance issues that apply to Horse Sport Ireland? Does Dr. May have adequate access in that regard?

Written Answers — Department of Foreign Affairs and Trade: Irish Aid (15 Jun 2023)

Marc Ó Cathasaigh: 31. To ask the Minister for Foreign Affairs and Trade the position regarding the proposed rebranding of Irish Aid to the Government of Ireland Development Programme Overseas as indicated last December; if an assessment of the potential impacts has been completed; the timeline for the delivery of same; and if he will make a statement on the matter. [28740/23]

Written Answers — Department of Foreign Affairs and Trade: Sustainable Development Goals (15 Jun 2023)

Marc Ó Cathasaigh: 68. To ask the Minister for Foreign Affairs and Trade if preparations are under way ahead of the 2023 SDG Summit convening this September in New York and in particular for the role Ireland will play as co-facilitator of a negotiated political declaration as an output from the summit; and if he will make a statement on the matter. [28739/23]
