- Ceisteanna Eile - Other Questions: Animal Welfare (25 May 2023)
Thomas Gould: Will the Minister provide an update on the horse project in Cork and the funding provided for the control of horses in Cork in 2022?
- Ceisteanna Eile - Other Questions: Animal Welfare (25 May 2023)
Thomas Gould: It is good to hear that a number of horse projects are being looked at nationally, but the problem is the horse project in Cork was talked about ten years ago. It has been in the pipeline and it seems to be stalled. Will the Minister and his Department look to push this forward? Cork city and county councils initially came on board and, to be fair, people such as Valerie O'Sullivan, who...
- Ceisteanna Eile - Other Questions: Animal Welfare (25 May 2023)
Thomas Gould: The final part of my question was about funding provided for the Control of Horses Act in Cork in 2022. The same year saw an 80% cut in funding spent on the control of horses compared with 2017. Only €1,895 was spent in 2022 whereas €11,000 was spent in 2017. This can be seen on the ground, with horses that are not being cared for and some cases of unbelievable cruelty...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (Resumed) (25 May 2023)
Thomas Gould: I thank our visitors for being here and giving us the opportunity to pick their brains. I will not go over many of the questions that were asked by my colleagues. One of my big issues is around the derelict sites levy. The Derelict Sites Act came in in 1990 yet the vast majority of local authorities are either not collecting anything or only a fraction of what they should. How can we be...

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (Resumed) (25 May 2023)
Thomas Gould: Some of my colleagues touched on staffing earlier. In the local authorities I deal with, everyone is to the pin of their collar. For this to work, it must be resourced. Ms Farrelly made that point earlier. We want this to work so surely the necessary resources have to be there in advance. We do not want the local authorities to have to deal with this without the tools they need from the...
