- Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (5 Sep 2018)
Paul Daly: That is a theory.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fodder Shortages and Drought Issues: Discussion (4 Sep 2018)
Paul Daly: I welcome the Minister and his officials. A lot has been covered. We are all on the ground and know the situation we are in and how it has evolved. People tuning in to today's meeting are not doing so to hear what I have to say on the thing. They are all very well aware of it. They will have been cocking their ears for what the Minister might have had to say. Unfortunately, there is...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Fodder Shortages and Drought Issues: Discussion (4 Sep 2018)
Paul Daly: That is a hard act to follow and I will not attempt to but I agree with much of what Deputy Penrose and my other colleagues said. I have a couple of questions but probably will not get the answers. Banks, and any business which is run in a similar fashion to a bank, have their finger on the pulse at all times, with flowcharts or predictions. The witnesses can touch a few buttons on a...
- Seanad: Commencement Matters: Free Travel Scheme Eligibility (28 Jun 2018)
Paul Daly: I was recently contacted by a lady who is receiving treatment for cancer. She applied for disability allowance in April this year but was told she is not likely to receive a decision on her application until mid-July. In the interim, she has been travelling to and from Dublin every day from Westmeath to receive treatment. She does not have her own transport and there is no alternative for...
- Seanad: Commencement Matters: Free Travel Scheme Eligibility (28 Jun 2018)
Paul Daly: I note the response given by Minister of State who is representing the Minister, Deputy Regina Doherty, but I am not overly impressed by or happy with it. Applications are in the process of being dealt with in many cases, including the case I have highlighted. That is the point I am trying to make. If it was not taking such an inordinately long time to deal with the applications, I would...
- Seanad: Industrial Dispute: Motion (28 Jun 2018)
Paul Daly: I second the motion.
- Seanad: Civil Law (Missing Persons) Bill 2016: Report and Final Stages (28 Jun 2018)
Paul Daly: Fianna Fáil is supporting the Bill and recognises the importance of legislation in this area. We welcome the Bill and hope it can be progressed as quickly as possible. I was a little taken aback to see there were no amendments submitted on Committee Stage. To have a tranche of amendments on this Stage is a little unusual. Having said that, I am encouraged by and will take guidance...
- Seanad: Civil Law (Missing Persons) Bill 2016: Report and Final Stages (28 Jun 2018)
Paul Daly: Senator Devine said "O'Rourke".
- Seanad: Civil Law (Missing Persons) Bill 2016: Report and Final Stages (28 Jun 2018)
Paul Daly: I have received all the clarification needed. I am happy to proceed.
- Seanad: Civil Law (Missing Persons) Bill 2016: Report and Final Stages (28 Jun 2018)
Paul Daly: I would like to be associated with those remarks. I thank the Minister for his clarity in his explanation of the amendments. I wish to compliment Senators Colm Burke, Marie-Louise O'Donnell and Ruane who brought the Bill forward. From my short period of time here I know how hard it is to get a Private Members' Bill across the line. I congratulate them. It is a very worthy cause.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Paul Daly: I will be brief, as most of the topics have been covered. I thank Mr. Gleeson, in particular, for his comprehensive responses to the first round of questions. He covered a multitude. I have a couple of simple questions. Deputy Jackie Cahill mentioned that the two buzz words since day one had been "simplification" and "subsidiarity". As the Deputy who has more experience of negotiating...

Paul Daly: When is it proposed to take Committee Stage?
- Seanad: Mental Healthcare in South-East Region: Statements (20 Jun 2018)
Paul Daly: The Senator is over a minute over time.
- Seanad: Mental Healthcare in South-East Region: Statements (20 Jun 2018)
Paul Daly: As there are no further speakers, I ask the Minister of State to respond. He has a maximum of eight minutes because we must conclude by 7.50 p.m.
- Seanad: Mental Healthcare in South-East Region: Statements (20 Jun 2018)
Paul Daly: When is it proposed to sit again?
- Seanad: Mental Healthcare in South-East Region: Statements (20 Jun 2018)
Paul Daly: Is that agreed? Agreed.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Electronic Identification of Sheep: Discussion (19 Jun 2018)
Paul Daly: I welcome the witnesses and thank them for their presentation. As has been stated by every previous speaker, it is hard to argue against the positives of the scheme but we are hearing the positives from one side of the fence and we are duty-bound to represent all interested parties. We have had a bit of lobbying from the farm side and points have been made about the cost. I would like...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)
Paul Daly: I welcome the Minister. Most of the issues in his statement have been covered by previous speakers, so I will not go over old ground. I will ask some specific questions and perhaps get a little bit of an insight as to how this whole system is predicted by the Department, and I say this particularly because the system is very predictable. No one is standing over anyone with a big stick...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)
Paul Daly: The Minister said himself that the Department seldom has 100% take-up. That is the point I am making. Who did the sums on it? Even if the person allowed for 100% at maximum payment, the scheme funding still only comes a little over two thirds of the way to €25 million. Where did the figure of €25 million come from with all the experience the Department has of previous schemes?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Rural Development Programme: Minister for Agriculture, Food and the Marine (19 Jun 2018)
Paul Daly: I know but it is a simple sum. We calculate 100% applications at maximum payment.
