Jack Chambers: The guidance and direction will be clear. This is what we are working on through the guidance we issue nationally. The Government decides, in a national context, to synchronise matters like this with the local authorities. It is the issuing of the guidance that ensures there will be a more focused approach on when and how changes happen than perhaps there was before.
