- Seanad: Children First Bill 2015: Committee Stage (23 Sep 2015)
Terry Leyden: Yes. The late Deputy John Boland was the Minister who abolished, through legislation, the physical mistreatment of children. On the eve of the 100th anniversary of the Rising, would it not be a lovely gesture? The Proclamation deals with the equal rights of children and treating all children equally. This is one way of doing it. There is no excuse. What one is doing is perpetrating...
- Joint Oireachtas Committee on European Union Affairs: Refugee and Migrant Crisis in the EU: Discussion (23 Sep 2015)
Terry Leyden: I thank the Chairman for arranging the meeting today as this is the issue of the day and will be for some time. I welcome Ms Barbara Nolan and Ms Eimear Ní Bhroin and I thank them for the excellent submission. We are all aware of the issues which arise from the turmoil in Syria, Iraq, Libya and elsewhere in the Middle East. This turmoil is the result of the decisions of the American...
- Seanad: Order of Business (21 Jul 2015)
Terry Leyden: I second the proposal by Senator Darragh O'Brien that No. 70, motion No. 20 on the Order Paper be taken before No. 1 without debate. I also welcome the re-establishment of diplomatic relations between the United States of America and Cuba, but it is most unfortunate that the Senate has vetoed the appointment of the ambassador in Washington from Cuba. It has the embassy opened but it will...
- Seanad: Order of Business (21 Jul 2015)
Terry Leyden: Gosh, no.
- Seanad: Order of Business (21 Jul 2015)
Terry Leyden: It is just my personal opinion. The Leader of the House may wish to stay here or he may want to come into the Dáil Chamber as a Deputy, which would be nice. I read in the newspapers that we may sit two days in the Dáil, Thursday and Friday. We are the last people to be informed of these things and somebody, such as the chairman of the Houses of the Oireachtas Commission, should...

- Seanad: Children First Bill 2014: Second Stage (21 Jul 2015)
Terry Leyden: I welcome the Minister to the House. Fianna Fáil is concerned about the shortcomings in the long-awaited and long-delayed Children First Bill. In our view, the legislation as currently drafted will not deliver the protection needed by vulnerable children. The Bill does not set out the necessary sanctions for people who fail to report child protection concerns. This amounts to a major...
- Seanad: Children (Amendment) Bill 2015 [Seanad Bill amended by the Dáil]: Report and Final Stages (21 Jul 2015)
Terry Leyden: I welcome the Minister and his officials and commend them for bringing these amendments that ensure clarity. That is the benefit of a Bill going through both Houses and returning here for consideration. I fully support the amendment.
- Seanad: Children (Amendment) Bill 2015 [Seanad Bill amended by the Dáil]: Report and Final Stages (21 Jul 2015)
Terry Leyden: I compliment the Minister on bringing the Bill forward. My party was concerned about the question of children who are on remand who are not convicted mixing with other children who are convicted, and that they would try to separate them in Oberstown. I look forward to this visit to Oberstown. Maybe it has happened already.
- Seanad: Children (Amendment) Bill 2015 [Seanad Bill amended by the Dáil]: Report and Final Stages (21 Jul 2015)
Terry Leyden: I was not told of it. It was kind of them to notify me that it was happening. I was not invited on that trip to Oberstown.
- Seanad: Children (Amendment) Bill 2015 [Seanad Bill amended by the Dáil]: Report and Final Stages (21 Jul 2015)
Terry Leyden: I am the Fianna Fáil spokesman on children in the House. That would not stop the Minister and I maybe visiting there together.
- Seanad: Gender Recognition Bill 2014 [Seanad Bill amended by the Dáil]: Report and Final Stages (15 Jul 2015)
Terry Leyden: Most of the debate has centred on what is not in the Bill rather than the content of the amendments made by the Dáil, which is what is before the House. I remind Members that we have limited time. I call on the Minister of State to address the subject matter of the amendments in group 2 - that is, amendments Nos. 2, 3, 14, 15, 19 and 20.

- Seanad: Seanad Public Consultation Committee Report on Farm Safety: Motion (15 Jul 2015)
Terry Leyden: I understand the Senator and Senator O'Donovan contributed to this report. Before I call the next speaker I would like to welcome Councillor Eugene Murphy from Strokestown and members of the Strokestown social services who are in the Gallery. You are very welcome to Leinster House and I am delighted you have the opportunity of visiting here and seeing the work of the Oireachtas. You have...
