Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of IBRC: Discussion (31 Oct 2012)

Brian Stanley: It is reported the operational costs of IBRC are 50% more than NAMA for 2011 even though NAMA has a much larger loan portfolio. I recognise the bank's operational costs have fallen from €157 million to €129 million, a fall of 18% in the last year. Is IBRC, despite its small loan portfolio, less efficient than NAMA? Is that why operational costs are so high?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of IBRC: Discussion (31 Oct 2012)

Brian Stanley: How many staff are there in IBRC?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of IBRC: Discussion (31 Oct 2012)

Brian Stanley: Why has IBRC outsourced debt collection to Certus for the INBS mortgage book?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of IBRC: Discussion (31 Oct 2012)

Brian Stanley: Given there are more than 1,000 staff, could the bank not find those ten people in IBRC?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of IBRC: Discussion (31 Oct 2012)

Brian Stanley: The first question I will ask relates to the number of IBRC borrowers that are paying their staff more than €200,000 per annum. For example, it has been reported that Siteserv, which is hopelessly insolvent, is paying one of its staff €450,000 per annum. After that question is answered, I will run through the four or five other questions I have.

Written Answers — Department of Children and Youth Affairs: Child Care Services (25 Oct 2012)

Brian Stanley: To ask the Minister for Children and Youth Affairs the stage of preparation of the report she has requested the National Director for Children and Family Services to prepare on after care provision, including best practice, assessment criteria and most effective aftercare supports; and if she will make a statement on the matter. [46764/12]

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: I refer to commercial properties and the fact that NAMA has taken on responsibility for the loans against them. These properties are lying vacant and being vandalised. For example, in Portarlington, there is a large factory which at one stage provided significant employment, but it lies vacant in a good location with security on it ceasing one year ago. It is being vandalised, but NAMA...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: That is why I raised the issue.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: Has NAMA gone to IDA Ireland regarding properties such as the one I described? Is it being proactive?

Prospects for Irish Economy: Statements (Resumed) (24 Oct 2012)

Brian Stanley: The policies being pursued by the Government have failed utterly to date. The previous Government brought us into the ice age economically and sold out on our economic sovereignty in the process. The Government is squandering any hope of change people had prior to the general election last year. The programme for Government promised a lot and proclaimed a democratic revolution had taken...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: As far as I know, it is my party's second time to contribute. If I could start with the position on the former employee, Mr. Daly mentioned that he is precluded from publishing the Deloitte report in full but that when he gets legal clearance he will do so. Can he also commit to publishing the independent valuation on the property that Mr. Farrell bought? Will I go through a series of...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: I will keep them short. It is probably the quickest way.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: If NAMA is not legally precluded from doing so, will Mr. Daly publish the independent valuation on the property Mr. Farrell bought?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: On the social housing question, there are 3,800 properties identified, and 2,000 assessed. There is demand for more than 1,200 but I understand the qualification which applies, that what NAMA is dealing with is the demand from the voluntary housing associations, and they have indicated to NAMA 1,200 properties between them and local authorities. I understand only 70 properties have been...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Role and Functions of NAMA: Discussion (24 Oct 2012)

Brian Stanley: My next question is related. Of the €32 billion in bonds, €30 billion were secured bonds and €2 billion were unsecured. As I understand it, Mr. McDonagh would be confident of recouping the secured bonds. In the case of the €2 billion subordinated bonds, it is more or less an aim of NAMA to recoup them. In that regard, there would be a concern that NAMA, and...

Other Questions: Property Taxation (23 Oct 2012)

Brian Stanley: It is strange that Deputies have not been given access to the Thornhill report. The Minister received the report some five or six months ago and will not publish it. Michael Collins, a member of the Irish Republican Brotherhood and Minister for Finance, was more open in such matters than the Minister opposite.

Other Questions: Property Taxation (23 Oct 2012)

Brian Stanley: Why can the Dáil not have sight of the report? It is ridiculous that Deputies are not being given the report six months after its publication. If the Government is to raise some €1 billion through the household charge or home tax, the average household bill will be €600 or €700. Will the Minister confirm that €1 billion is the overall figure the Government is...

Other Questions: Property Taxation (23 Oct 2012)

Brian Stanley: Services such as refuse collection, fire services and school transport are delivered in return.

Other Questions: Property Taxation (23 Oct 2012)

Brian Stanley: The Minister is being hypocritical in collecting money without delivering services. Incidentally, he did not answer my question.

Other Questions: Septic Tank Registration Scheme (23 Oct 2012)

Brian Stanley: I refer to the financial supports for upgrading tanks. The Minister has informed the House that 250,000 people have registered which means 250,000 have not registered-----
