- Written Answers — Department of Children and Youth Affairs: Affordable Childcare Scheme Eligibility (3 Oct 2017)
Catherine Murphy: 549. To ask the Minister for Children and Youth Affairs the levels of entitlement stated in the affordable childcare scheme; the entitlements for persons who do not work regular hours or shift work and who cannot place their children in crèche care during normal business hours; her views on whether there is a level of inconsistency regarding the number of persons who can avail of...
- Public Accounts Committee: Report on Reopening of Garda Stations: Acting Garda Commissioner (28 Sep 2017)
Catherine Murphy: The context of the request for the report was a discussion at the meeting. I asked the acting Commissioner about the sale of some Garda stations and whether there was proper evaluation because we may need some of the accommodation at some point in the future. I looked for the reason some stations over others found their way onto the Office of Public Works, OPW, list. There is a long list...

Catherine Murphy: Including Stepaside?
- Public Accounts Committee: Report on Reopening of Garda Stations: Acting Garda Commissioner (28 Sep 2017)
Catherine Murphy: Can I come in on that because it is part of the criteria? I got a reply to a parliamentary question in July and there was 42 stations sold. There are 159 closed, and none of them are in Dublin.
- Public Accounts Committee: Report on Reopening of Garda Stations: Acting Garda Commissioner (28 Sep 2017)
Catherine Murphy: I have a number of very quick questions. The first concerns a reply I received in November of last year to a parliamentary question and follows on from the point that has been made. The reply states, "As the Deputy will appreciate, the Garda Commissioner is primarily responsible for the distribution of Garda resources in the State and, as Minister, I have no direct role in the matter." It...

Catherine Murphy: Anywhere in the country?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: I want to pick up on the point Deputy Connolly made in response to an email from a consultant at Tallaght hospital. HIQA conducted an inquiry. How much does an inquiry of that nature cost?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: Okay. Despite of the fact that there is much support for the recommendations that HIQA made in this particular case, the circumstances it uncovered at the time now pertain again. Ms Dunnion has outlined that HIQA's is a monitoring rather than a regulatory role. It is very difficult, therefore, to see how it would be possible for HIQA to drive standards up in the absence of particular...

- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: As some of my questions have been answered already, I will just focus on social care. Is HIQA going to have a statutory function in that area?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: Does the authority have a function in the home care aspect?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: Would HIQA would look at the agencies as opposed to the individuals?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: I presume HIQA would be considering something like the survey it is doing with the hospitals.
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: I have been trying to piece together statistics on the level of service provided and it varies considerably throughout the country. I would not be surprised if there is a geographic difference in the response to that survey. From overnights to respite, home help and personal care hours, it certainly would not tie in with the proportion of the population that would require it. Some of the...
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: It also goes to the issue of staffing, I presume. Mr. Quinn spoke about staffing issues in his opening statement. It also has the potential to create additional operational costs if temporary staff are required to complete core work. Has HIQA done any calculations of additional costs? Where does Mr. Quinn see them arising?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: Is the cost of agency staff per person higher, or is it to do with the information with which people would need to get up to speed to carry out a function?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: When HIQA applies to the Department for staffing, because there are some costs associated with that, what typically happens? Is HIQA free to fill a vacant post or does it have to go to the Department on each occasion?
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: In effect, HIQA can employ a more expensive agency person but cannot employ a less expensive permanent person.
- Public Accounts Committee: Health Information and Quality Authority: Financial Statement 2016 (28 Sep 2017)
Catherine Murphy: Does that mean that if someone in that category leaves or goes on maternity leave or whatever, HIQA has a deficiency in terms of its oversight until the place is filled?
