Charlie McConalogue: For it to be successful, it is crucial that the staff are fully on board. In particular, amendments Nos. 13 and 16 require it. That is explicit. They state that the Bill requires that such be the case. Since the Minister states it is her intention, I see no reason why should she should not ensure that it is also included in the legislation. I urge her to accept these two amendments.
