Róisín Shortall: With respect, the real problem will be obvious on 1 May when people will not be able to afford to heat their homes. I am asking the Minister, who has responsibility for social protection, if he has any plans to introduce a new scheme, as promised, which would be available before the carbon levy comes in on 1 May.
