Is there an element of anti-competitiveness if insurance is to be taken out of, shall we say, the wishes of the operators? Fiona O'Loughlin: Based on the responses I received to earlier questions, I assume then that it is mandatory that the institutions would secure insurance from the successful company and would not have the option to go to the private market.
