- Seanad: Report on Victim’s Testimony in cases of rape and sexual assault: Motion (17 Nov 2021)
Martin Conway: I totally agree with Senator McGreehan. I thank Senator Hoey very much. She is just amazing. There is no other word to describe it. This report that has been commissioned by the Committee on Justice is very welcome. The recommendations should be implemented in full. Whatever legislation is required to implement them can be initiated in the Seanad. We will have no problem making time...
- Seanad: Report on Victim’s Testimony in cases of rape and sexual assault: Motion (17 Nov 2021)
Martin Conway: That is okay. I apologise to Deputy Lawless as I referred to him as the Minister and thought he was the Minister, but perhaps it is just a sign of the future that he will be the Minister.
- Seanad: Report on Victim’s Testimony in cases of rape and sexual assault: Motion (17 Nov 2021)
Martin Conway: Sincere apologies.
- Seanad: Protocol on Ireland and Northern Ireland: Statements (17 Nov 2021)
Martin Conway: I welcome the Minister to the House, particularly as he has an extremely busy schedule at the moment. We appreciate him giving of his time to come here to discuss this important and evolving issue that will affect this country for generations to come. As the Cathaoirleach of the Seanad Special Select Committee on the Withdrawal of the United Kingdom from the EU said earlier, we had a very...
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: I thank the witnesses for being here. This is an incredibly important engagement. This legislation is long overdue. Like Deputy Cullinane, I am concerned that all of these issues are not part of the Bill. It is not good enough. The delay with regard to the Bill is also not good enough. As has been stated by Ms Power and others we have an excellent record in this country in terms of...
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: Does this legislation ban vaping in those areas?
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: Internationally, is vaping banned in public buildings, restaurants and so on, like smoking?
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: Why did the Irish Cancer Society not include that as part of its submission on this Bill? Why is it not pushing for that to happen?
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: We could start in Leinster House by making it a complete no-smoking campus.
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: I would be the first to support it because the smoking areas in Leinster House are disgusting to pass. I know I will not be popular with certain people for saying this but I believe that needs to happen. There seems to be a lot of agreement on what needs to happen vis-à-visthis legislation but as a committee, we should prepare a report on increasing no-smoking areas in the public realm.
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: Well done on that. I would certainly support such a measure. We have come a long way and the silent majority are on the side of further restrictions. I suspect that if there was a proposal to reintroduce smoking in pubs, there would be an outcry, similar to the outcry in 2003 when the current Taoiseach and then Minister for Health and Children, Deputy Micheál Martin, introduced the...
- Joint Oireachtas Committee on Health: General Scheme of the Public Health (Tobacco and Nicotine Inhaling Products) Bill 2019 (Resumed): Discussion (17 Nov 2021)
Martin Conway: The witnesses are calling for plain packaging as part of this legislation but I believe e-cigarettes should be completely banned or at least kept under the counter, the same as cigarettes. I also believe that vaping shops should be closed down because they are made to look trendy. They are usually beside mobile phone shops and we know that young people love their mobile phones. A type of...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Services (16 Nov 2021)
Martin Conway: I thank the Cathaoirleach for accepting this very important Commencement matter. As the Minister is no doubt aware, last Sunday, 14 November was World Diabetes Day.It is a day when people who suffer from diabetes campaign, advocate and reflect on what needs to be done to improve the quality of their lives. Sadly, an increasing number of people in our country are being diagnosed with...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Hospital Services (16 Nov 2021)
Martin Conway: I thank the Minister of State for updating the House. The DAFNE programme is a critical part of the management of diabetes. Professionals not being in place means that it cannot be provided, and if it is not provided sooner rather than later, the Government will have to consider an alternative approach, that is, making professionals in other diabetic clinics available to Limerick. There is...
- Seanad: An tOrd Gnó - Order of Business (16 Nov 2021)
Martin Conway: I, too, raise the issue of the booster vaccine. Vulnerable people under the age of 50 were not prioritised quickly enough for the vaccine. I welcome that this is being addressed now. I call on the Leader to arrange for the Minister for Health to come to the House next week or the week after that to provide an update on the operational arrangements for the booster vaccine. There is much...
- Seanad: An tOrd Gnó - Order of Business (16 Nov 2021)
Martin Conway: Hear, hear.
- Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Mental Health Commission (16 Nov 2021)
Martin Conway: I am delighted Deputy Ward asked so many questions because he asked one or two I was going to ask. I will not be repetitive. I am interested in comments the representatives made in their opening statement, which I heard them make previously, on some of the restrictive practices in the legislation they do not agree with. I would like to develop that point a little more because those...
- Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Mental Health Commission (16 Nov 2021)
Martin Conway: I get that. Will Mr. Kiernan outline the international best practice examples we can consider? It would be nice to get examples of where restrictive practices are at a very low level and are rarely, if ever, used.
- Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Mental Health Commission (16 Nov 2021)
Martin Conway: There is a time delay between the commission completing that body of work and the legislation. Does the commission expect to have that body of work done ahead of the legislation being passed?
- Joint Committee On Health: General Scheme of the Mental Health (Amendment) Bill 2021: Mental Health Commission (16 Nov 2021)
Martin Conway: I thank Mr. Kiernan. Deputy Ward touched on the issue of funding in his questions. Members of the committee are very concerned that the commission receives the requisite level of funding it needs to implement the provisions of the legislation, and do what it needs to do, once the legislation is passed. Is the commission confident that it has a commitment from the Government on funding? I...
