- Seanad: Order of Business (19 Sep 2013)
Paschal Mooney: I second the amendment to the Order of Business proposed by Senator Darragh O'Brien. I concur with the Senator's comments on the commencement order. I also share the views expressed by Senator Bacik on the need to ensure no action is taken that would interfere with the criminal proceedings taken against individuals in the banking sector. When one discusses this issue with members of the...
- Seanad: Junior Cycle Reform: Motion (18 Sep 2013)
Paschal Mooney: I wish to share my time with Senator Daly.
- Seanad: Junior Cycle Reform: Motion (18 Sep 2013)
Paschal Mooney: I thank the Senators for tabling the motion, including Senator Marie-Louise O'Donnell. Fianna Fáil believes that history must be a key component of junior certificate education and would be deeply concerned at any syllabus change that resulted in a sharp reduction in the number of people studying history in post-primary schools. I wish to emphasise, although my colleagues may already...
- Seanad: Junior Cycle Reform: Motion (18 Sep 2013)
Paschal Mooney: I am not sure. Who?
- Seanad: Junior Cycle Reform: Motion (18 Sep 2013)
Paschal Mooney: Thank you.
- Seanad: Junior Cycle Reform: Motion (18 Sep 2013)
Paschal Mooney: No. I thank her for putting the information on the record.
- Seanad: Junior Cycle Reform: Motion (18 Sep 2013)
Paschal Mooney: Edmund Burke was an able parliamentarian and his words are even more relevant for the discussion under way. I am not sure that history will gain from the new proposals and I am a little concerned, particularly as those involved in the area have expressed their concern. Last June representatives from the History Teachers Association of Ireland told an Oireachtas joint committee that the...
- Seanad: Junior Cycle Reform: Motion (18 Sep 2013)
Paschal Mooney: -----and I would like to think the momentum will be maintained. I do not know who wrote the history books but that is what was in them at that time.
- Seanad: Order of Business (18 Sep 2013)
Paschal Mooney: I wish to be associated with the expressions of sympathy to the family of the late Michael J. Noonan. I was shocked to learn of Mr. Noonan's sad passing. Like many Members on all sides of this and the other House, I knew him as a decent, honourable man who had great national and family values. Ar dheis Dé go raibh a anam. In response to comments made on the figure being tossed around...
- Seanad: SI 325 of 2012 - European Union (Quality and Safety of Human Organs Intended for Transplantation) Regulations 2012: Motion (20 Aug 2013)
Paschal Mooney: Like Senators Ó Murchú, O'Donovan and others I compliment Senator Daly on his initiative. Some of the crude language used in certain sections of the media since Senator Daly first launched his initiative disappointed me. As stated by members on all sides of the House, what we are dealing with in terms of this motion is matters of life and death. There are people behind me in the...
- Seanad: SI 325 of 2012 - European Union (Quality and Safety of Human Organs Intended for Transplantation) Regulations 2012: Motion (20 Aug 2013)
Paschal Mooney: Which Taoiseach was that?
- Seanad: Order of Business (24 Jul 2013)
Paschal Mooney: I join my colleagues in complimenting Senator White on her initiative and to wish her well in the launching of her report later today. Moreover, one should reflect on the praise that has been heaped on the Minister, Deputy Hogan. Having proposed the dismantling of local democracy at the lowest level and of regional democracy through the lack of elections to Údarás na Gaeltachta,...
- Seanad: Order of Business (24 Jul 2013)
Paschal Mooney: I had the honour and privilege of serving in my first term in this House when Kieran Coughlan was Clerk of the Seanad before Deirdre Lane took over. He subsequently went on to continue a distinguished public career. I wish him well and endorse the views from all sides of the House in wishing the staff well in the break and I thank them for all their help and co-operation.
- Seanad: An Bille um an Dara Leasú is Tríocha ar an mBunreacht (Deireadh a chur le Seanad Éireann) 2013: An Tuarascáil (Atógáil) - Thirty-second Amendment of the Constitution (Abolition of Seanad Éireann) Bill 2013: Report Stage (Resumed) (23 Jul 2013)
Paschal Mooney: I will not delay the House as I have already contributed on Second Stage and on a number of occasions on Committee Stage. Suffice to say I have been watching with some interest the media campaign that has been going on, which has been alluded to by a number of Senators. It staggered me that because of the way the debate went here in the last week or two, particularly in regard to the...
- Seanad: Order of Business (22 Jul 2013)
Paschal Mooney: Perhaps it cannot be done for legal reasons.
- Seanad: Membership of Committees: Motion (19 Jul 2013)
Paschal Mooney: I have never come across this situation. I appreciate the dilemma the Cathaoirleach is facing but if we are being requested to pass a motion which is worded in the manner in which it is worded, and now that those words are inaccurate and no longer relevant, surely we cannot as a House pass this motion. We are legally constrained.
- Seanad: Membership of Committees: Motion (19 Jul 2013)
Paschal Mooney: The motion he put before the House is now inaccurate. It is naming a person who has stated publicly that he does not wish to be part of the motion.
- Seanad: Order of Business (19 Jul 2013)
Paschal Mooney: I also wish to support the amendment proposed by Senator Darragh O'Brien calling on the Minister for Social Protection, Deputy Burton, to come before the House. This issue has been raised from the time it was first introduced as a budget measure, and I raised it again earlier this week. Despite comments from the Government side, the simple fact is that this week alone, 25,000 lone parents...
- Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)
Paschal Mooney: I am speaking on my amendment No. 40. In tabling the amendment I was motivated by evidence from the United States where in several states abortion clinics have a legal obligation that a pregnant woman presenting herself for an abortion is shown a scan of the unborn baby prior to any procedure being carried out. I am grateful to Senator Ó Domhnaill who gave me a statistic based on...
- Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)
Paschal Mooney: The only reason I am rising is to put on the record what I indicated in my Second Stage contribution, namely, that I fully support 90% of the legislation. I have absolutely no difficulty with section 7. I have every trust in the medical profession in this country and I believe it has acted in the best interests of the mother and the unborn baby in distressed situations. I am aware, like...
