Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Options for Constitutional Change (18 Oct 2017)

Catherine Murphy: That is interesting. Senator Mullen and Deputy McGrath could have let us know of this beforehand.

Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Options for Constitutional Change (18 Oct 2017)

Catherine Murphy: I am one of a handful of people in the room who got to vote on this in 1983. I voted not to amend the Constitution because it is not the place to legislate. That is what is being done. One is legislating in the Constitution if one includes something in the Constitution. That has coloured my opinion in respect of the view I have taken. Like Deputy Jan O'Sullivan, I tabled a motion for a...

Water Services Bill 2017: Second Stage (Resumed) (17 Oct 2017)

Catherine Murphy: It is probably a bit surreal that we are still in this Chamber speaking about the same matter, as it seems to arise every single year. It was in 2012 or 2013 that it began. On occasions, because the Government had such a big majority, it essentially rammed through legislation. I remember one particular occasion, just before the Christmas recess, when the entire Opposition walked out to try...

Written Answers — Department of Public Expenditure and Reform: Garda Station Closures (17 Oct 2017)

Catherine Murphy: 157. To ask the Minister for Public Expenditure and Reform further to Parliamentary Question No. 99 of 4 October 2017, the process and method regarding the way in which a closed Garda station was repurposed and assigned to a body or group; if there was an application process; if the closed stations were publicly advertised as being available for alternative uses; if planning permission was...

[43461/17]

Written Answers — Department of Public Expenditure and Reform: Criminal Assets Bureau (17 Oct 2017)

Catherine Murphy: 161. To ask the Minister for Public Expenditure and Reform the number of properties he has presented for sale in the past ten years that were previously subject to seizure by the Criminal Assets Bureau under the Proceeds of Crime Act; the number of properties that eventually sold; the amount of money that was raised from the sales; and if he will make a statement on the matter. [43462/17]

Written Answers — Department of Justice and Equality: Criminal Assets Bureau (17 Oct 2017)

Catherine Murphy: 214. To ask the Tánaiste and Minister for Justice and Equality the most recent valuation of all land seized by the Criminal Assets Bureau; and if he will make a statement on the matter. [43378/17]

Written Answers — Department of Housing, Planning, and Local Government: Housing Assistance Payment Data (17 Oct 2017)

Catherine Murphy: 599. To ask the Minister for Housing, Planning, and Local Government further to Parliamentary Question No. 241 of 21 September 2017, the average monthly rent paid to landlords under the HAP scheme in each of the years since the inception of the scheme; the annualised cost of the average monthly rent paid to landlords under HAP for the local authorities in counties Dublin, Wicklow and Kildare;...

Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Crisis Pregnancy and Primary Care: Irish College of General Practitioners (12 Oct 2017)

Catherine Murphy: I thank the witnesses for coming in as when somebody is pregnant, the doctors are working at the coalface. They are the first port of call. Doctors operate within a legal framework of an equal right to life rather than a right to health. Doctors are supposed to be looking after the health of a patient, which is incredibly difficult. We might consider matters such as gestational limits....

Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Crisis Pregnancy and Primary Care: Irish College of General Practitioners (12 Oct 2017)

Catherine Murphy: That is fine. I am probably putting the witnesses on the spot there.

Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Crisis Pregnancy and Primary Care: Irish College of General Practitioners (12 Oct 2017)

Catherine Murphy: What would be the effect of medical ethics in addition to the legal framework? If, for example, the eighth amendment to the Constitution was deleted next year and we had a transition period, how would medical ethics deal with this issue? Would doctors still be required to deal with whatever law is on the Statute Book, would there be an interregnum or what would happen?

Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Crisis Pregnancy and Primary Care: Irish College of General Practitioners (12 Oct 2017)

Catherine Murphy: Some provision is given for other medical services abroad and the likes of the National Treatment Purchase Fund would be a case in point of arrangements being made in this respect. I presume in that scenario there would be ongoing continuity of care. What we are discussing is really at odds with how medical care is carried out.

Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Crisis Pregnancy and Primary Care: Irish College of General Practitioners (12 Oct 2017)

Catherine Murphy: Could we try not to let it go into other days and across other meetings?

Public Accounts Committee: Business of Committee (12 Oct 2017)

Catherine Murphy: I know we have timetabled dealing with this issue when the HSE is in front of us again in a few weeks' time but I share some of the concerns. Having been on the other side of an organisation receiving reports, one tends to want to be happy with the report that is finally published. It gets tweaked and goes forward and backwards even if it is independent. We are getting a steer for some of...

Public Accounts Committee: Business of Committee (12 Oct 2017)

Catherine Murphy: Regarding how we handle that meeting at the end of the month-----

Public Accounts Committee: Business of Committee (12 Oct 2017)

Catherine Murphy: We are obviously all aware that there is an independent investigation going on here. Some of the work would already have been done by the Comptroller and Auditor General in respect of that audit. Do some of the things identified form part of the inquiry in any way? Is there any feed-in to the inquiry from the network? If we are going to agree that we need to have some coherent work done...

Public Accounts Committee: Business of Committee (12 Oct 2017)

Catherine Murphy: That should not delay it. We will not see this until the spring anyway. I presume the Comptroller and Auditor General would feed in that information. Is that correct?

Public Accounts Committee: Business of Committee (12 Oct 2017)

Catherine Murphy: We would expect the committee to be able to deal with this in the not too distant future.

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Catherine Murphy: I thank Mr Nolan. It states in the report of the Comptroller and Auditor General that TII acts as an agent in the allocation of funding to the local authorities, which in turn act as agents and do the practical work on the ground. As I understand it, TII distributes the resources for local, regional, national and secondary roads. Is that the case?

Public Accounts Committee: Transport Infrastructure Ireland: Financial Statements 2016 (12 Oct 2017)

Catherine Murphy: Chairman, I think it would be useful to call one of the officials to keep the subject compartmentalised.
