If, for example, the eighth amendment to the Constitution was deleted next year and we had a transition period, how would medical ethics deal with this issue? Would doctors still be required to deal with whatever law is on the Statute Book, would there be an interregnum or what would happen?

Catherine Murphy: Some provision is given for other medical services abroad and the likes of the National Treatment Purchase Fund would be a case in point of arrangements being made in this respect. I presume in that scenario there would be ongoing continuity of care. What we are discussing is really at odds with how medical care is carried out.

It states in the report of the Comptroller and Auditor General that TII acts as an agent in the allocation of funding to the local authorities, which in turn act as agents and do the practical work on the ground. As I understand it, TII distributes the resources for local, regional, national and secondary roads. Is that the case?
