Joint Oireachtas Committee on International Surrogacy: Potential Double Standards in Protections for Surrogate Mothers in Domestic Arrangements: Discussion (26 May 2022)

Lynn Ruane: I thank the witnesses for their presentations. They were brilliant. I wish to focus on Professor Madden's points in her presentation about the idea of commercial surrogacy and being able to challenge its definition or the belief that commercial surrogacy is, by its very definition, for some reason unethical. From the very beginning of this committee, and having looked at this issue as a...

Joint Oireachtas Committee on International Surrogacy: Potential Double Standards in Protections for Surrogate Mothers in Domestic Arrangements: Discussion (26 May 2022)

Lynn Ruane: I have only a couple of seconds left. I know this is a bit of a stretch, but I am trying to look at the language we use. Say we were to force a situation whereby non-commercial surrogacy was not allowed or deemed unethical or illegal. Could we say the inverse would also be true, that is, that to enforce altruism on somebody in a difficult situation can also be exploitative? That way, the...

Joint Oireachtas Committee on International Surrogacy: Potential Double Standards in Protections for Surrogate Mothers in Domestic Arrangements: Discussion (26 May 2022)

Lynn Ruane: They clarified it later. When they elaborated, they said they were okay with it, given it was the law of the jurisdiction. There was a clarification of the comment.

Joint Oireachtas Committee on International Surrogacy: The Verona Principles: International Social Service (26 May 2022)

Lynn Ruane: I just have one question. I thank the witnesses for their presentation. Many of the principles as laid out would raise constitutional issues in Ireland. Principle No. 11, for example, refers to the protection of identity and access to origins. This is particularly relevant in Ireland in the current climate in the context of the Birth Information and Tracing Bill, for example. It is an...

Joint Oireachtas Committee on International Surrogacy: The Verona Principles: International Social Service (26 May 2022)

Lynn Ruane: I have another question on the principle around financial transparency which does not mean no compensation but transparency around it. I ask Ms Woellenstein to explain the intention of that principle.

Joint Committee On Children, Equality, Disability, Integration And Youth: General Scheme of the Mother and Baby Institutions Payment Scheme Bill 2022 (24 May 2022)

Lynn Ruane: I thank our guests for their presentations. I am also interested in the term "unduly long". It may be just a language issue. We talk about six months. What criteria suggest that six months was unduly long? How was that arrived at? It is an arbitrary number but we are saying that length of time and longer is considered unduly long. How did the IDG assess that six months was unduly long?

Joint Committee On Children, Equality, Disability, Integration And Youth: General Scheme of the Mother and Baby Institutions Payment Scheme Bill 2022 (24 May 2022)

Lynn Ruane: That is okay.

Joint Committee On Children, Equality, Disability, Integration And Youth: General Scheme of the Mother and Baby Institutions Payment Scheme Bill 2022 (24 May 2022)

Lynn Ruane: The commission also mentioned the period of six months. It is a long time since I read the report and I did not read it page for page at the time because it was large. The commission would not have set some sort of assessment test that stated six months was an accurate number. We are taking an arbitrary number from the commission and using it without any sort of assessment of what is...

Joint Committee On Children, Equality, Disability, Integration And Youth: General Scheme of the Mother and Baby Institutions Payment Scheme Bill 2022 (24 May 2022)

Lynn Ruane: That mother's child bore witness to the mother's trauma rather than having it inflicted on himself or herself.
