Rónán Mullen: -----the IHRB and Mr. Egan are not frustrated and disappointed by the claims that drug taking is the number one problem in horse racing and that we have a problem coming down the tracks? Am I clear that the IHRB is not frustrated and disappointed, and that it has no issue or problem with the statement being made?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (8 Jul 2021)

Rónán Mullen: May I ask Dr. Hillyer about what happened in the Zilpaterol case? Could Dr. Hillyer talk to me about the role the IHRB played in that and how it played out, including its consequences?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (8 Jul 2021)

Rónán Mullen: I do not have an issue with the findings in the lab. My issue is what happened in Ireland arising out of that case. This case is associated with the withdrawal of certain horses from a race card. What are the consequences? What was the net issue that arose in that case? Was there wrongdoing in that case? Who was to blame for that wrongdoing and what action was taken against whoever was...

Rónán Mullen: I am sorry Chairman but as Deputy Carthy said earlier, the only reason I am interrupting is because I am conscious of the shortness of time.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (8 Jul 2021)

Rónán Mullen: I do not mean to disrespect the Chair. I was only meaning to follow Deputy Carthy's example.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (8 Jul 2021)

Rónán Mullen: I am trying to establish whether the case was where a substance was in an additive that went into feed that was supplied, and where the Department of Agriculture, Food and the Marine was interested. It was established that it was in feed that went to horses, but only in certain stables. What was found? Was there wrongdoing in that case? Why was that substance in the feed?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (8 Jul 2021)

Rónán Mullen: Is Dr. Hillyer saying that there might have been wrongdoing in that case but it is outside of the immediate remit of the IHRB?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (8 Jul 2021)

Rónán Mullen: I thank the Chair. Dr. Hillyer heard what I said about the regulatory body and the fact that it is, in effect, a closed shop. It has no directors appointed by the State. It does not have an independent State appointed chairperson. There is no perception that there is a complete separation if there are situations where directors could be involved in the industry.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issues in the Horse Racing Industry: Discussion (8 Jul 2021)

Rónán Mullen: Is it an issue for Dr. Hillyer, as the executive person, that the perception is a problem?

Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Service Executive (6 Jul 2021)

Rónán Mullen: I wish to raise the issue of what are called patient private property, PPP, accounts. These accounts are administered under section 2 of the Health (Repayment Scheme) Act 2006. Essentially, they are accounts that are administered by the HSE on behalf of vulnerable people who are in long-term residential care facilities run by the HSE or on its behalf. In the main, it applies to elderly...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Health Service Executive (6 Jul 2021)

Rónán Mullen: I thank the Minister of State for her reply. We have seen from attempts to deal with the Covid crisis, particularly in the context of nursing homes, that it really makes no difference whether people are being cared for in the HSE sector or in the private sector when it comes to certain responsibilities the State has to keep people safe. People who go into private nursing homes often do so...

Seanad: An tOrd Gnó - Order of Business (6 Jul 2021)

Rónán Mullen: It is time we had a debate about the problem of human trafficking and how we are dealing with it in this country in light of the latest Trafficking in Persons, TIP, report, which was published by the US Department of State recently. As colleagues will know, this report monitors international standards on combating human trafficking and is viewed as the most comprehensive analysis of trends...

Rónán Mullen: Cuirim fáilte roimh na haíonna ar fad agus gabhaim buíochas leo as ucht a bheith linn. I wish to put two questions. Under the heading of Dr. Alan Wall's line, "Our institutions require a balance between autonomy and accountability", which has been referred to several times, I will discuss governing authorities. As I understand it, this balance is necessary to the integrity...
