The Bill provides that no separate structures in the future can bypass local government or no services that have been set up can be delivered by a quango, which was the norm under our predecessors.

Phil Hogan: I did not interrupt Senator Cullinane. He should listen for a change and I will give him my view. I remind the Senator what the Senator and his party did in 1977 and since then, was to centralise power and take it away from local authorities.

There are cases before the Supreme Court and home owners are also taking cases. We have to await the outcome of those cases, which the Deputy, as a legislator, should know.
