Róisín Shortall: On a point of order, I noted that section 7 means that a person receiving a jobseeker's payment cannot commence a course without losing the benefit. I thought this did not make sense but the Minister denied this was the case.

Róisín Shortall: They are not entitled to back to education allowances. The Minister denied that what I said was true but I think his advice is to the contrary. His officials are telling people on jobseeker's benefit that they cannot take up courses.
