Seán Barrett: Therefore, if the Deputy wishes to have Standing Orders amended, I suggest that he get his Whip to bring his proposals to the Committee on Procedure and Privileges to have them debated and brought to the House, at which point we can consider whether they should be changed. In the meantime, I will apply the rules as they are. What the Deputy is attempting to do now is totally out of order.
