John McGuinness: The Minister concluded his statement by expressing the hope that we can move on from the present controversy over penalty points. Effectively, he is saying that the dogs may have barked but his caravan is going to move on. That is the difficulty, however. Earlier in his contribution he suggested the issue was a very minor piece of what the Garda does.
