Seanad: Road Traffic Bill 2004: Committee Stage. (14 Dec 2004)

Ivor Callely: I refer to developments in mobile telephone technology and similar platforms, which would be banned if we were to take certain steps in legislation. We need to wait and to give those who are working on the legislative framework an opportunity to present an appropriate Bill. If the Senator speaks to representatives of the Garda, I am sure they will clarify whether the use of a mobile telephone...

Seanad: Road Traffic Bill 2004: Committee Stage. (14 Dec 2004)

Ivor Callely: All of us would probably conclude that it does not fall under either category, although we would look differently on the use of mobile telephones by a driver whose hands should be on the steering wheel, for example while travelling at speed or turning a corner. Perhaps the Garda is bringing prosecutions in such cases.

Seanad: Road Traffic Bill 2004: Committee Stage. (14 Dec 2004)

Ivor Callely: No. I understand that has not happened.

Seanad: Road Traffic Bill 2004: Committee Stage. (14 Dec 2004)

Ivor Callely: I have good news on both counts. We must strike a happy balance regarding road safety, as suggested by Senator Jim Walsh. Before I came into the House, I looked up road death statistics for 1996, 1997 and 1998. In 1996 there were 453 road deaths, in 1997 there were 472 and in 1998 there were 458. Speed was a contributory factor in some of these accidents. There have been 359 road deaths to...

Seanad: Road Traffic Bill 2004: Committee Stage. (14 Dec 2004)

Ivor Callely: As a northsider, just like Senator Quinn, I am delighted to announce that I am encouraging great expenditure on the rail system on the north side of the city. One may be delayed a little more than is normal because of the work taking place. However, it is good news because it will lead to improved frequency and capacity.

Seanad: Road Traffic Bill 2004: Committee Stage. (14 Dec 2004)

Ivor Callely: It is happening under my watch and I am particularly pleased about that.

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

Ivor Callely: I thank Members for their contributions of which I have taken note. While some of what has been suggested is not accommodated in the Bill I do not necessarily disagree with the points made. I believe we should try to ensure that much of what is deemed appropriate is included in legislation. However, the Minister and I have only been at the Department of Transport for a short number of weeks...

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

Ivor Callely: This Bill represents a further significant step in the development of a code of road traffic law that underpins and promotes road safety. The Bill was initially published on 11 June 2004 with the immediate focus of supporting the introduction of a new system of speed limits based on metric values. In the interim period the Comptroller and Auditor General published a report relating to the...

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

Ivor Callely: Does the Senator remember he got out of it to shake my hand?

Seanad: Road Traffic Bill 2004: Second Stage. (9 Dec 2004)

Ivor Callely: There is.

Seanad: Industrial Relations Issues. (7 Dec 2004)

Ivor Callely: I thank the Senator for raising this serious issue. Mechanisms are available and, hopefully, everybody will sign up to resolving the issues involved. The postal sector has changed significantly in recent years following liberalisation of the European postal market and the movement of postal operators from national into international markets. Along with the increased competition arising from...

Seanad: Road Network: Motion. (24 Nov 2004)

Ivor Callely: We are implementing the proposal.

Seanad: Road Network: Motion. (24 Nov 2004)

Ivor Callely: I listened with interest to the contributions of Members and I thank them for their comments. It is evident that people feel passionately about this matter. I ask Members to listen to what I have to say because I believe I can respond, adequately and positively, in respect of the issues of concern. The motion provides a welcome opportunity to debate an important issue, namely, the upgrading...

Seanad: Proceeds of Crime (Amendment) Bill 1999: Second Stage. (24 Nov 2004)

Ivor Callely: I thank all the Senators who contributed to the debate on this important Bill and welcome the constructive tone of the debate. It is appropriate that Deputy O'Donoghue, who initiated the legislation in Private Members' time in 1996 was acknowledged, in addition to the then Minister for Justice, Equality and Law Reform, former Deputy Owen. Some interesting comments have been made but I am not...

Seanad: Proceeds of Crime (Amendment) Bill 1999: Second Stage. (24 Nov 2004)

Ivor Callely: There are other sources such as tax offences. We all subscribe to the need to continue to enhance the existing programmes. If there is more money in the central pot, I hope more money will go to the priority issues which we would all like to see being addressed. Senators also referred to the impact on criminality of the provisions of the CAB legislation. Senator Kett congratulated the Garda...
