Paul Daly: The Minister said himself that the Department seldom has 100% take-up. That is the point I am making. Who did the sums on it? Even if the person allowed for 100% at maximum payment, the scheme funding still only comes a little over two thirds of the way to €25 million. Where did the figure of €25 million come from with all the experience the Department has of previous schemes?
