Rose Conway Walsh: It is clear to people that nothing has changed within the banking system. It is a case of, "We did not mean it", where the tracker mortgages and other issues are concerned and now we are in this situation again. It seems like everyone gets off with everything and now no tax has to be paid for 23 years. It is disgraceful.
