- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: I will come to those. I am asking about this one. I want to go through these. I know there are other priorities. Is having a publicly funded research nurse in every hospital possible and is it on the agenda?
- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: Okay. Questions were raised about the effectiveness of the mandatory national guidelines and whether they need to be reviewed. Certainly, the feedback from the conference was that they do. Is that a priority?
- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: Okay. I thank Dr. O'Dwyer. Dr. Henry mentioned the need for greater awareness among the public and also among healthcare professionals. That was also one of the requests. Is there a national sepsis strategy?
- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: A plan is different from a strategy.
- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: What year does Dr. Healy expect it to be in place?
- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: We have to move on quickly from words like "on the agenda" and get to a point where things are in place. I have heard about several conferences on sepsis. We hear it is "on the agenda" and "it will happen" and so on, but we need to get to a place where it is happening. How many whole-time equivalent staff are working on the current plan whose job is only to deal with the sepsis plan?
- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: I understand that but the question I asked is how many staff?
- Joint Oireachtas Committee on Health: Awareness, Prevention and Services for the Treatment of Sepsis: Discussion (15 Nov 2023)
David Cullinane: I will make a point to the Chair. All members have accepted that we want to make this one of the key priorities for this committee. We need to have quarterly meetings with Dr. Henry in private. We can hold them at the Department of Health if necessary or at the HSE offices, whatever suits. The first part has to be to get a comprehensive note from Dr. Henry about where the current plan is,...

David Cullinane: That is additional.
- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
David Cullinane: It does not include the ELS.
- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
David Cullinane: The HSE said it is not adequate. Do not take my word for it.
- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
David Cullinane: I did not gloss over it at all.
- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
David Cullinane: The Minister can raise issues about Sinn Féin all he likes.
- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
David Cullinane: He did not include that we would have provided for existing levels of service above that €1.5 billion. First of all, the Minister is wrong, as usual. People do not need bluster. I want the Minister to talk to patients and healthcare professionals, the older person or grandmother lying on a hospital trolley, the person with scoliosis waiting for a procedure or the child waiting for a...
- Ceisteanna ó Cheannairí - Leaders' Questions (14 Nov 2023)
David Cullinane: Last Friday, the CEO of the HSE directed a severe escalation in the recruitment embargo caused by this Government’s mismanagement of the health budget. Job offers were withdrawn and recruitment has been halted for thousands of vital front-line posts. More than 7,000 essential posts have now been scrapped. The disastrous consequences of this Government's decision to deliberately...
- Joint Oireachtas Committee on Assisted Dying: Protecting Vulnerable Individuals from Coercion: Discussion (14 Nov 2023)
David Cullinane: I welcome the witnesses and thank them for their expert opinion and evidence they are giving to the committee. It is important for us to clearly understand the rationale and the evidence which is being given. I will start with the College of Psychiatrists of Ireland. Some interesting statements were made, which I want to probe. I will start with the areas that I agree with, and with which...
- Joint Oireachtas Committee on Assisted Dying: Protecting Vulnerable Individuals from Coercion: Discussion (14 Nov 2023)
David Cullinane: I accept that and thank Dr. McHale for clarifying that point. She has also referred to people who do not have access to what she calls "good quality palliative care, mental health, social work and disability services." Very often, that is the problem. I might just differentiate that from some individual cases. This is where I want to get clarity on the evidence that is being presented....
- Joint Oireachtas Committee on Assisted Dying: Protecting Vulnerable Individuals from Coercion: Discussion (14 Nov 2023)
David Cullinane: If that is the case, the question then is whether or not we legislate to give them the option to die at a time of their own choosing and, as they would see it, with dignity. From Dr. McHale's perspective, is it then a question of moral or ethical issues, or is it more a question of, as Dr. Kelleher mentioned which is why I wanted to come back to it, the possible implications that it might...
- Joint Oireachtas Committee on Assisted Dying: Protecting Vulnerable Individuals from Coercion: Discussion (14 Nov 2023)
David Cullinane: When Dr. McHale says it is not possible, in what circumstances is it not possible? Has she seen any evidence in other jurisdictions where maybe it has worked and it is possible? I think people will understand the point that is being made and the evidence that is being presented to us to the effect that if we legislate for assisted dying and there are circumstances in which - and I think Dr....
- Joint Oireachtas Committee on Assisted Dying: Protecting Vulnerable Individuals from Coercion: Discussion (14 Nov 2023)
David Cullinane: That is a separate point, with respect. That is a decision that was made. I am asking if it is possible to separate the two sets of circumstances to which I have referred, namely, those of the person who has clarity of mind, good quality palliative care and an illness and the others. Dr. McHale mentioned names. I did not want to mention names. As I said, I have met families and...
