Alan Shatter: Paragraph 32 of the scheme states that in order to promote the public interest, one or two non-executive directors can be appointed. In reply to Deputy Charles Flanagan, the Minister stated they are not to act in the public interest. Deputy Charles Flanagan had raised the fiduciary issue. Does the Minister agree if they are not to act in the public interest they have little purpose? Will...

Approval of Credit Institutions (Financial Support) Scheme 2008: Motion (17 Oct 2008)

Alan Shatter: My next question has been raised already by colleagues but the Minister has not properly responded to it. The scheme has a provision which states the banks will not be allowed to make unwarranted charges on customers arising out of the guarantee. The obverse of this is that the banks can make warranted charges. Will the Minister explain his thinking behind this? To what extent will bank...

Financial Resolution No. 13: Stamp Duties (14 Oct 2008)

Alan Shatter: There is a degree of equity in the pensions proposal in Financial Resolution No. 9. However, it is interesting that the Government has failed to address certain pensions issues in the budget. There has been a considerable drop in pension values. Government policy over a number of years has been to encourage people to make proper provision for themselves upon retirement. There are pension...

Financial Resolution No. 3: Income Tax (14 Oct 2008)

Alan Shatter: I will confine my remarks to the first financial resolution. This levy, which could be properly described as Lenihan's levy, is the most dishonest aspect of the budget. If the Government had any real integrity and was not interested in a sleight of hand public relations exercise,...

Financial Resolution No. 3: Income Tax (14 Oct 2008)

Alan Shatter: I will conclude on this point. The 1% levy is misconceived. The Government should examine how it will impact on young people, including children, earning small sums of money to make ends meet in circumstances where no one could have envisaged they would fall into the tax net. Nonetheless, they will now be brought into the net by this levy.
