Michael Harty: I thank the witness. Is Senator Dolan happy with those answers?

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (Resumed) (17 Oct 2018)

Michael Harty: How do speech and language difficulties feed into the educational system? Obviously they lead to educational deficits. If there is a delay in assessment and treatment, how does it feed into the primary school structure? What levels of support are needed in the primary school structure to look after these children? How do we compare internationally with other countries in our approach to...

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (Resumed) (17 Oct 2018)

Michael Harty: With regard to rationing services or denying children services at an early stage, they do not go away and their problems multiply. If they are not dealt with in the preschool environment, we end up dealing with them in the school environment, which means the child does not have the same opportunities and the expense transfers to the primary school system where we have special needs...

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (Resumed) (17 Oct 2018)

Michael Harty: It shows the disconnect between our health service and our educational service. There is a huge link there and Professor Dolan often speaks about the social determinants of health. The health service not supplying the service means the educational service must supply additional services. It does not make any sense not to have joined-up thinking.

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (Resumed) (17 Oct 2018)

Michael Harty: Were other therapists, such as physiotherapists, psychologists and occupational therapists, consulted on improving the services? Is it that speech and language therapists were unusual or that other groups were not consulted as well?

Joint Oireachtas Committee on Health: New Standard Operating Procedure for Assessment of Need under the Disability Act 2005: Discussion (Resumed) (17 Oct 2018)

Michael Harty: Not engaging with front-line staff would lead to significant deficits. Such staff have huge input into how services are delivered and into identifying what are appropriate services. On behalf of the committee, I thank Ms Kirkpatrick and Ms Kenny for giving of their time to be here this morning. Following on from the committee's meetings in June and this morning, we will be producing a...

Criminal Justice (Victims of Crime) (Amendment) Bill 2018: Second Stage [Private Members] (16 Oct 2018)

Michael Harty: This Bill proposes a small but important amendment to the 2017 Act. I support the principles for which it proposes to provide. I hope the fact that the Bill will involve a charge on the State will not be used as a means of obstructing its passage. The Bill deals with sexual crime. Such crime is abhorrent and women who are the victims of it are extremely sensitive. Sexual assault does...

Resignation of Minister: Statements (11 Oct 2018)

Michael Harty: This is an extraordinary afternoon. The additional information about three meetings comes as another shock. I assume the former Minister, Deputy Denis Naughten, assured the Taoiseach that there was no impropriety in what was discussed at the dinners. However, the perception is that influence could have been exerted on the allocation of the contracts. If that is the case, and we have not...

Minister for Communications, Climate Action and Environment: Statements (11 Oct 2018)

Michael Harty: This is a momentous afternoon, not something I had expected when I came into this House. I came in this afternoon to speak in support of Deputy Naughten as a person of integrity and honesty. I genuinely believe that. I do not believe for a second that he would act intentionally to try and influence or act inappropriately in respect of the allocation of a contract or contracts relating to...

Ceisteanna ó Cheannairí - Leaders' Questions (10 Oct 2018)

Michael Harty: I refer to yesterday's Budget Statement and the absence of a carbon tax. The Minister for Finance stated: "It is my intention to put in place a long-term trajectory for carbon tax increases out to 2030". He went on to say: "The publication of a special report from the UN's IPCC, underscores the need for resolute action [across all areas of public policy] to meet our commitments under the...

Ceisteanna ó Cheannairí - Leaders' Questions (10 Oct 2018)

Michael Harty: What I wanted to find out from the Taoiseach was what his intention is in the future. The Minister for Finance said it was his intention to put in place a long-term trajectory for carbon tax increases out to 2030. I understand carbon tax is not the answer to global warming but it gives an expression of intent. How are we supposed to reach our commitments under the Paris Agreement if we are...
