Charles Flanagan: Would members like to discuss Vote 28 now and then move to the Votes in respect of defence? I am conscious that, as the Minister has admitted, the bulk of our deliberation will relate to defence. We are, however, mandated to deal with the Vote in respect of foreign affairs. Perhaps we could spend a few minutes on foreign affairs first and then move on to defence.
