- Leaders' Questions (19 Sep 2012)
Enda Kenny: The Minister, Deputy Reilly, is transforming the public health system into one that is efficient, accountable and transparent and which puts the patient in focus and allows the money allocated to follow the patient. That change cannot be effected overnight. It is heading in the right direction and significant progress has been made in the past 15 months. There are 800 fewer children on...
- Order of Business (19 Sep 2012)
Enda Kenny: It is proposed to take No. a11, motion re ministerial rota for parliamentary questions; No. 4, National Vetting Bureau (Children and Vulnerable Persons) Bill 2012 - Second Stage (resumed); and No. 1 - Animal, Health and Welfare Bill 2012 Seanad - Second Stage, to be taken on the conclusion of Topical Issues and the order shall not resume thereafter. It is proposed, notwithstanding anything...
- Leaders' Questions (19 Sep 2012)
Enda Kenny: The public pay bill has been reduced by €2.1 billion and the numbers are down by 28,000, with fewer people doing more work. Last year €1.4 billion was paid in allowances and premiums.
- Leaders' Questions (19 Sep 2012)
Enda Kenny: I already said to Deputy Martin in reply to his first question that when the best assessment of the Ministers, on government instruction of last week, comes in this week, it is my intention to call a meeting of the Croke Park implementation group, including unions and management, and to present the outcome of that analysis to it.
- Leaders' Questions (19 Sep 2012)
Enda Kenny: We are interested in implementation of the Croke Park agreement in full and in as accelerated a fashion as possible. That means we must look at all of the best and maximum assessments of what are the maximum savings we can get from the Croke Park agreement to minimise potential cuts in public services. That is the equation. We exceeded our deficit targets this year and last year.
- Leaders' Questions (19 Sep 2012)
Enda Kenny: The Fiscal Advisory Council is an independent body and it is perfectly entitled to put forward its reports and make its assessments of what should be done. As I said yesterday in reply to questions from other Deputies, that will be the subject of a debate in the House when people can put forward their suggestions and their views as to how we deal with this very challenging position. Does...
- Leaders' Questions (19 Sep 2012)
Enda Kenny: I would have assumed that as an elected public representative to this House where he has influence on legislation that Deputy Adams would be encouraging people to pay what is a legal charge. There have been 1,045,000 registrations to date with a compliance rate of more than 65%. As the Deputy is well aware, the household charge and its successor are designed to fund local services provided...
- Leaders' Questions (19 Sep 2012)
Enda Kenny: I can. I listened to some of Deputy Adams's wild and wonderful and weird economic theories as he was debating with Deputy Martin last night. That is what would put the fear of God into people - when they hear the kind of codswallop the Deputy came out with yesterday evening. I do not think the Deputy suffers from amnesia. People in his former constituency were paying €1,400 in...
- Leaders' Questions (19 Sep 2012)
Enda Kenny: The Croke Park agreement has been in situ for some time and has delivered in the sense of industrial peace and a significant reduction in the numbers working in the public sector and its cost. The Government has set itself on a path to meet the budgetary targets we must meet while minimising the need for cutbacks to front-line public services. The Government must meet its budgetary targets...
- Leaders' Questions (19 Sep 2012)
Enda Kenny: Under the existing structure of the implementation of the Croke Park agreement, the cost of the public pay bill has been reduced by €2.1 billion and numbers have been reduced by 28,000, so fewer people are doing more work.
- Order of Business (18 Sep 2012)
Enda Kenny: I am not sure what the Deputy is getting at but the Minister extended the slurry spreading season by two weeks. Clearly, the issue of poor weather in the early part of the season had a direct impact on farming incomes. I am glad that towards the close of the season, the weather improved, and great work was done, both day and night, to gather crops as farmers always do.
- Order of Business (18 Sep 2012)
Enda Kenny: The committee dealing with the A, B and C v. Ireland case was granted an extension to provide its report, which I understand is towards the end of September. As I said in reply to earlier questions, Clare County Council is merely inquiring from applicants for third level grants whether their households have paid the household charge.
- Order of Business (18 Sep 2012)
Enda Kenny: This session.
- Order of Business (18 Sep 2012)
Enda Kenny: The Deputy should go back to Kilbaha and clear his head. There is no promised legislation on this matter.
- Order of Business (18 Sep 2012)
Enda Kenny: Clare County Council has queried applicants who have lodged claims for third level grants as to whether their households have paid the-----
- Order of Business (18 Sep 2012)
Enda Kenny: There is not promised legislation. That is what the Deputy is supposed to raise on the Order of Business.
- Order of Business (18 Sep 2012)
Enda Kenny: The Bill will be published this session. There is clarity and accountability about the granting of licences and anything beyond them in respect of the development of natural resources.
- Order of Business (18 Sep 2012)
Enda Kenny: There will not be any comment from the Government until it has made its collective decision in respect of the property tax and that will deal with the matters the Deputy has quite rightly raised.
- Order of Business (18 Sep 2012)
Enda Kenny: There is no date for the publication of the housing Bill; it is quite a distance away. In respect of the Deputy's first question, Clare County Council has never suggested refusing anybody a grant. It inquired as to whether the household charge had been paid by the households of applicants.
- Order of Business (18 Sep 2012)
Enda Kenny: It never made any suggestion about refusing anything.
