Seán Fleming: There is a lot of interaction within the health service in which 30% of all public servants work. I have not seen this process in operation in the health service. Is the Health Service Executive utterly unconnected with most of this process? It seems to be and it was not even in Mr. Watt's train of thought as he spoke. It is possibly one of the biggest areas in which people could be assisted.

Outside the Department of Social Protection and perhaps the Department of Education and Skills to an extent, the HSE is the State body with which most people have most contact.
