Andrew Doyle: If you look at (a) to (h), they all state "shall be nominated", with the exception of the last one, which is the ministerial provision. It could quite easily be phrased "shall be nominated by the Minister", which would have been the same. What the Senator has in mind is how people are aware of the fact that three places exist.
