Steven Matthews: I wish to seek clarification on this. We are talking about the assessment of an application, but an application is not a decision. Therefore, we are not talking about an assessment of a decision.

Steven Matthews: The application consists of many elements. A planning application is not a planning decision. There is a process. Is this not about the assessment of an application rather than the assessment of a decision? I seek clarity on this.
