- Seanad: Order of Business. (1 Mar 2006)
Ulick Burke: We had a debate on the issue some time ago. We fought for the very decision the High Court made yesterday. Will the Leader contact the Minister for Education and Science immediately on this issue and ask her not to appeal the decision? Those who wish to continue with their postgraduate studies should not have to go to the courts to establish their entitlements. We talk about poverty and...
- Seanad: Order of Business. (1 Mar 2006)
Ulick Burke: I will but I would like the Leader to convey our concern to the Minister and ensure she does not pursue this issue.
- Seanad: Teaching Council (Amendment) Bill 2006: Second and Subsequent Stages. (23 Feb 2006)
Ulick Burke: Exactly.
- Seanad: Teaching Council (Amendment) Bill 2006: Second and Subsequent Stages. (23 Feb 2006)
Ulick Burke: I hope the Senator reminds such people of the truth of the matter.
- Seanad: Teaching Council (Amendment) Bill 2006: Second and Subsequent Stages. (23 Feb 2006)
Ulick Burke: I thank the Minister of State and his officials for bringing the Bill before the House. Given that the council is to be an autonomous body and registration fees are to be its source of finance, if official registrations have not occurred, what has been the source of finance for the council to date?
- Seanad: Order of Business. (23 Feb 2006)
Ulick Burke: Senator Norris was incorrect in suggesting we proposed that an election should not be held for the appointment of a successor to Senator Higgins. We proposed that an election be held, with an undertaking from the Government benches that they would not take the seat.

- Seanad: Order of Business. (23 Feb 2006)
Ulick Burke: ââ resembles the behaviour of Senators, as the Cathaoirleach is well aware.
- Seanad: Order of Business. (23 Feb 2006)
Ulick Burke: The increasing disruption and unruly behaviour in classrooms have caused serious problems, not only for teachers but also for diligent students. I hope the Minister for Education and Science will, as a matter of urgency, introduce regulations and protocols to ensure no grey areas exist. The Minister needs to clarify the situation because, at present, school managers, teachers, parents and...
- Seanad: Order of Business. (23 Feb 2006)
Ulick Burke: He has probably changed his opinion by now.
- Seanad: Teaching Council (Amendment) Bill 2006: Second and Subsequent Stages. (23 Feb 2006)
Ulick Burke: I welcome the Minister of State to the House and I assure him that we will co-operate fully with the speedy passage of this amending legislation. The most important part of the speech we have just heard was when the Minister of State said: "the Teaching Council is concerned with teaching rather than the narrower focus upon teachers". When the Teaching Council was first proposed, fears were...
- Seanad: Order of Business. (23 Feb 2006)
Ulick Burke: That is out of order. We have heard enough of that.
- Seanad: Order of Business. (23 Feb 2006)
Ulick Burke: Has the Senator joined the NUJ?
- Seanad: Local Authority Services: Motion. (22 Feb 2006)
Ulick Burke: I understand the reason for the Minister's outbursts given that his colleague, the Minister for Justice, Equality and Law Reform, Deputy McDowell, has decided he will not allow an incinerator to be built in Ringsend in his Dublin constituency.
- Seanad: Local Authority Services: Motion. (22 Feb 2006)
Ulick Burke: Furthermore, the Minister for Community, Rural and Gaeltacht Affairs, Deputy à CuÃv, has stated that the replacement of the Cois Fharraige road from Barna to Rossaveal will not extend beyond the two villages despite the fact the original plan proposed that it would continue as far as Screeb. Will the Minister respond definitively on these two matters? If his colleagues are exercising...
- Seanad: Local Authority Services: Motion. (22 Feb 2006)
Ulick Burke: We would appreciate if the Minister would tell his colleague.
- Seanad: Local Authority Services: Motion. (22 Feb 2006)
Ulick Burke: The Government has made many statements on the need for water quality. I do not understand the reason the Minister will not take responsibility for the unacceptable failure to provide a sewerage system in Kinvara, County Galway, where 70,000 gallons of raw sewage are pumped into the bay each day. The Government has not responded to the problem. If the Minister is responding to his colleagues...
- Seanad: Local Authority Services: Motion. (22 Feb 2006)
Ulick Burke: The matter has been raised on the Adjournment on a number of occasions. If the Government is concerned about it, let it respond quickly and positively. How can recent rent increases for tenants of Galway County Council be justified? Pensioners who received an increase of â¬14 must pay â¬11 to the local authority in increased rent.
- Seanad: Local Authority Services: Motion. (22 Feb 2006)
Ulick Burke: I ask the Minister to respond, perhaps in writing, in his own time. In another case, a person paying a weekly rent of â¬40.30 received a new weekly rent demand of â¬71.30 last Friday. We were told the increases were necessary because rents have not increased for years. That is not the fault of tenants. Increases of this kind are excessive and cannot be tolerated.
- Seanad: Local Authority Services: Motion. (22 Feb 2006)
Ulick Burke: The Minister must urgently investigate the exorbitant service charges imposed by some councils in the area of planning.
