- Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)
Fintan Warfield: Young people in our towns and cities are looking for sustainable places in which to dance, staggered opening hours and closing times and public transport home. On a number of other nights this week, a campaign group, Give Us The Night, is holding meetings regarding the recent closures of clubs in Dublin. Hangar, which was located in St. Andrew's Lane, closed last year and District 8 and the...

Fintan Warfield: Yes.
- Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)
Fintan Warfield: The commonly-recognised timeframe in this sector is about 6 p.m. to 6 a.m. but in Dublin we are all out on the street at the same time between 2 o'clock and 3 o'clock in the morning. Our discussions on a directly-elected mayor should include a night mayor.

Fintan Warfield: Is this a conversation we are having here? Does the Senator know the scene himself?

- Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)
Fintan Warfield: I am calling for the Minister for Justice and Equality to come to the House to discuss licensing and how we can rethink this system and have a mature conversation - we have started on the wrong foot - about how we can rethink the system and not restrict our night life. We need to recognise its contribution towards the culture of the island.
- Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)
Fintan Warfield: Extended opening hours are not about extended drinking times.
- Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)
Fintan Warfield: The drinking times can stay the same.
- Seanad: An tOrd Gnó - Order of Business (23 Jan 2019)
Fintan Warfield: I was contacted during the week by members of the deaf community about funding for the Irish Deaf Society. Despite a promised decision on funding by the HSE in November, the society has yet to hear of a decision and there has been no indication of when a decision on funding will be made, good or bad. The Irish Deaf Society is now unable to make key business decisions. The HSE and the...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Why the Arts Matter: Discussion (23 Jan 2019)
Fintan Warfield: I will take Mr. King up on that point. The Arts Acts allow for the Arts Council to have a legislative responsibility in acquiring land and property. Does Mr. King think that is a conversation we need to have, namely, that the Arts Council could be involved in the conversation on public housing?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Why the Arts Matter: Discussion (23 Jan 2019)
Fintan Warfield: Music and performance are my counter to life in here. If I have had a lousy day or if I am in tears, or whatever, I will go home and lash it out on the guitar or sing, as I always have done. I would probably die without it. The difference is that if I was still working on the road, I would either have moved to America or I would be living at home. That is the benefit of working in here on...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Constitutional Convention Recommendations (22 Jan 2019)
Fintan Warfield: It has been six years since the Constitutional Convention recommended that the State should consider reducing the voting age to 16. The previous Government accepted this recommendation and, in July 2013, Deputy Enda Kenny announced plans to hold this referendum. By January 2015, those plans were abandoned by that Government. In September 2017, the current Government revived this commitment...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Constitutional Convention Recommendations (22 Jan 2019)
Fintan Warfield: I keep Deputy Adams up to date on all of our work in the Seanad. The Minister of State noted that I and many others in this House are strong advocates for a reduction in the voting age to 16. Referendums proposed more recently than those recommended by the Convention on the Constitution have somehow leapfrogged this referendum. This show that we do not have a voice in Cabinet or someone at...
- Seanad: An tOrd Gnó - Order of Business (22 Jan 2019)
Fintan Warfield: RTÉ has a responsibility to create a space for conversation, debate and dialogue. As the national broadcaster, it has a responsibility to recognise and respect the vulnerabilities and mental health of the people and communities who are the subjects of its debates. Tonight, "Prime Time" will feature a conversation about transgender young people. I want to make it clear that young...
- Seanad: Local Government Bill 2018: Committee and Remaining Stages (19 Dec 2018)
Fintan Warfield: I move amendment No. 1:In page 14, line 13, after “transfer day.” to insert the following:“The Minister shall also have regard to other matters, including, but not limited to, the area and size of land within the relevant area, as well as any other matters that he or she will consider relevant.”. This short amendment deals with staff transfers during the...
- Seanad: Local Government Bill 2018: Committee and Remaining Stages (19 Dec 2018)
Fintan Warfield: The Bill states that the Minister shall have due regard to population. We are trying to ensure the Minister shall have regard to a geographic area also in terms of staff transfer, particularly in the area of service provision. This amendment is about safeguards for rural provision.
- Seanad: Local Government Bill 2018: Committee and Remaining Stages (19 Dec 2018)
Fintan Warfield: If certain units are relocated to centralise the structure, with staff moving from Skibbereen or Mallow to Carrigaline or Cork city, that is a substantial change in travel and possibly delivery. If things cannot be resolved by arbitration, the Minister of State should have regard for large geographical areas that may be sparsely populated.
- Seanad: Local Government Bill 2018: Committee and Remaining Stages (19 Dec 2018)
Fintan Warfield: I do not think we are going to get agreement on this, given the geographical size of Cork and the travel distances between the larger urban centres where there are council offices. It follows that restructuring may centralise provisions towards Cork city. This amendment is aimed at ensuring rural provision-----
