Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Fiscal Assessment Report - November 2014: Irish Fiscal Advisory Council (4 Dec 2014)

Michelle Mulherin: Does Professor McHale believe, therefore, that the few cent by which it has come down reflects a 40% reduction in the price of a barrel of crude oil? It sounds extraordinary.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Fiscal Assessment Report - November 2014: Irish Fiscal Advisory Council (4 Dec 2014)

Michelle Mulherin: My question is on energy prices and the cost of fuel. We know the cost of a barrel of oil has come down significantly, by up to 40%. Unfortunately, we do not see this reflected in any way at the forecourts of the filling stations. Why is this the case? Is there not a compelling reason to try to push down the cost of fuel for both heating and transport? This would tackle a lot of...

Health Services: Motion (Resumed) [Private Members] (3 Dec 2014)

Michelle Mulherin: The motion addresses a serious issue. The truth is that if a person is sick, dying or in serious pain, he or she does not have many options and will want to avail of a health system that can provide help. I welcome the honest attitude taken by the Minister because a lack of honesty adds insult to injury. Having read the motion and noted the signatories to it, I can only describe it as a...

Health Services: Motion (Resumed) [Private Members] (3 Dec 2014)

Michelle Mulherin: It is disgusting to note the tenor of the motion. It states the budget is insufficient. The Minister recently left Deputy Kelleher a little stuck on national radio when he corrected him by pointing out that the budget proposed by the Government is much the same as what the Fianna Fáil Party proposed before the budget.

Health Services: Motion (Resumed) [Private Members] (3 Dec 2014)

Michelle Mulherin: Sinn Féin provided for even less funding than is provided in the budget. Let us not make a joke at the expense of the people of Ireland. Savage cuts have been made in health in recent years. The embargo on recruitment meant hard-pressed staff had to make do without new recruits. People are no longer able to pay for private health insurance because of the downturn in the economy. More...

Joint Oireachtas Committee on Transport and Communications: Fuel Fraud: Revenue Commissioners (3 Dec 2014)

Michelle Mulherin: One question was not answered about which I was curious. Much play was made of the point that this sort of stuff can go on along borders both here and in other countries. Does Mr. Moran have an idea as to how much contaminated fuel or laundered fuel is sent from South to North and vice versa? Based on Mr. Moran's own experience, would it be fair to state that for the most part, the fuel is...

Joint Oireachtas Committee on Transport and Communications: Fuel Fraud: Revenue Commissioners (3 Dec 2014)

Michelle Mulherin: As regards the particular filling station or trader who is now the subject of a prosecution, when Revenue established there was contaminated fuel there did they shut down that petrol station immediately?

Joint Oireachtas Committee on Transport and Communications: Fuel Fraud: Revenue Commissioners (3 Dec 2014)

Michelle Mulherin: What about the people whose vehicles are damaged by this? Surely action should be taken as soon as a problem is identified with contaminated petrol. Mr. Moran is concerned with the Revenue side but we must also be concerned for people whose vehicles are being destroyed in this process. There should not be a time lag.

Joint Oireachtas Committee on Transport and Communications: Fuel Fraud: Revenue Commissioners (3 Dec 2014)

Michelle Mulherin: Would my suggestion of having a mobile laboratory not make sense? If somebody could go onto the forecourts to check petrol, one would have an immediate indication as to whether there is a contaminant in the petrol. One could then proceed accordingly to protect Revenue, the State and the individual citizen in that regard. Would that not be a sensible way to go? Mr. Moran would not then be...

Joint Oireachtas Committee on Transport and Communications: Fuel Fraud: Revenue Commissioners (3 Dec 2014)

Michelle Mulherin: I am talking about the public interest in this regard. Where Mr. Moran has identified that it is contaminated fuel, I believe in due process as well. However, no more than with other licences - such a liquor licences - where people operate outside the parameters of their business, things can be done quickly to shut down a pub or nightclub that is not operating correctly. I dare say that it...

Joint Oireachtas Committee on Transport and Communications: Fuel Fraud: Revenue Commissioners (3 Dec 2014)

Michelle Mulherin: What would be fair to the people whose vehicles have been damaged in the interim when a person is trading, from the point when Revenue identifies a contaminated sample to the point of getting a prosecution? They have no recourse and will probably still run into a problem with the chain of evidence. They are being left high and dry, is that not the truth?

Joint Oireachtas Committee on Transport and Communications: Fuel Fraud: Revenue Commissioners (3 Dec 2014)

Michelle Mulherin: However, Revenue is the lead operator in this aspect of fuel, as far as I am concerned. Revenue is the body we look to in order to understand about fuel, what we might expect from it and what the components should be.
