- Seanad: Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (5 Nov 2013)
Paschal Mooney: I have no wish to make life difficult for the Leader but his remarks on the Order of Business regarding the duration of this debate could be open to interpretation. I understand two Members are offering and I suggest by way of compromise, on the basis that the Leader has put it on the record that he has no wish to guillotine any Stage of the Bill, he should allow two minute contributions by both.

Paschal Mooney: The truth is somewhere in between.
- Seanad: Social Welfare and Pensions Bill 2013: Second Stage (5 Nov 2013)
Paschal Mooney: I welcome the Minister to the House. It is somewhat of a challenge to know exactly where to start. A former Taoiseach, Albert Reynolds, said once in a different context that it was the little things that tripped one up. When one looks at any of the individual provisions and measures contained in this Bill, the Minister has quite cogently argued a justification for all of them....
- Seanad: Order of Business (5 Nov 2013)
Paschal Mooney: I ask the Leader to invite the Minister for Jobs, Enterprise and Innovation, Deputy Bruton, to the House to explain Government policy in the spatial context. This request comes in response to ongoing announcements of job creation, which is taking place almost exclusively in Dublin. To emphasise the point, recent statistics indicate that IDA Ireland organised in excess of 250 visits to sites...
- Seanad: EU Scrutiny and Transparency in Government Bill 2013: Second Stage (24 Oct 2013)
Paschal Mooney: I appreciate that, but I take the opportunity as the Tánaiste is present and I did raise it on the Order of Business. Perhaps he might feel inclined to give some response because of the fact that this is a very sinister development. I am grateful for your indulgence, Acting Chairman.
- Seanad: EU Scrutiny and Transparency in Government Bill 2013: Second Stage (24 Oct 2013)
Paschal Mooney: I welcome the Minister to the House. I compliment Senator Daly on his initiative in this regard. I acknowledge the contribution of Senator MacSharry in articulating much of what Senator Daly has incorporated into his proposals. I wish to focus on the issue relating to the Lisbon treaty. I accept that has been addressed previously. I also wish to highlight the figures which have already...
- Seanad: Order of Business (24 Oct 2013)
Paschal Mooney: We do not have enough time for our speakers.
- Seanad: Order of Business (24 Oct 2013)
Paschal Mooney: There is an astonishing story that has been unfolding over the past couple of days, starting with the French leader and now, over the past 48 hours, involving the German Chancellor, Dr. Angela Merkel, in which allegations have been made of monitoring of mobile telephone calls by the US security services. Far-fetched and all as it may seem, I ask the Leader if he could seek clarification from...

Paschal Mooney: What about thanking Mr. O'Leary?
- Seanad: Order of Business (24 Oct 2013)
Paschal Mooney: It is very reassuring.
- Seanad: Common Agricultural Policy: Statements (23 Oct 2013)
Paschal Mooney: I welcome the Minister and thank him for his presentation. I accept that I will be commenting on matters raised by previous speakers but it is important that emphasis should be placed on certain aspects of CAP reform. On convergence, the key question for Fianna Fáil relates to where responsibility regarding paying for overall increases should fall. For example, farmers on over...

- Seanad: Order of Business (23 Oct 2013)
Paschal Mooney: That is the problem.
- Seanad: Order of Business (23 Oct 2013)
Paschal Mooney: I note from today's newspapers that the Government has finally decided to take action on below-cost selling of alcohol, which I welcome and, I am sure, all sides of the House will welcome. Speaking as somebody who comes from a Border county, the difficulty is that the recent increase in excise on wines and spirits will have a detrimental effect on cross-Border trade. Whenever an opportunity...
- Seanad: Gas Regulation Bill 2013: Second Stage (17 Oct 2013)
Paschal Mooney: Is that a "Yes"?
- Seanad: Gas Regulation Bill 2013: Second Stage (17 Oct 2013)
Paschal Mooney: They argued that there needed to be a major utility there. There appears to be puncture holes in that argument looking at Sligo's industrial infrastructure as it stands.
