The €130 million is based on the best "guesstimates" of volume of households, as I outlined earlier. The Deputies opposite can accept that or reject it but those are the estimates given to me.

One cannot include the €130 million, which is an allowance given to everybody. It is not relevant in comparing costs and charges of Irish Water.
