A referendum on the rights of children and on child protection is being held in November. I wish to make it clear to the Deputy that it will be put to the people. Enda Kenny: The Central Bank (Supervision and Enforcement) Bill 2011 is currently moving through the Houses. The Central Bank consolidation Bill cannot be brought into effect until the supervision and enhancement Bill has been completed and implemented. It will be next year before the consolidation Bill sees the light of day.
