Saincheisteanna Tráthúla - Topical Issue Debate: Greyhound Industry (10 Dec 2019)

Pat Buckley: I welcome the opportunity to speak about the Indecon report and the possible closure of Youghal greyhound track. I have been told that nobody from Indecon visited that track and that the survey was conducted by email. That is getting off to a very bad start. It is a typical Irish thing to try to fix something that is not broken. Only two greyhound stadiums are making money at the moment....

Written Answers — Department of Health: HSE Properties (10 Dec 2019)

Pat Buckley: 434. To ask the Minister for Health the status of a building (details supplied); the plans of the HSE to use the property; the timeline for operation; and the cost to the HSE of renting the property while it has been out of operation. [51715/19]

Report on Examination of School Costs, School Facilities and Teaching Principals: Motion [Private Members] (5 Dec 2019)

Pat Buckley: I congratulate all the members of the committee and in particular Deputy O'Loughlin for chairing it. It is an extremely deep report. It excited me because cross-party support shows that something can be achieved. We have similar examples with the Sláintecare and the future of mental healthcare reports. We have been listening to queries about school buildings programmes in our...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (5 Dec 2019)

Pat Buckley: The Leas-Cheann Comhairle is holding me up. My question concerns the programme for Government and is addressed to the Minister of State with responsibility for mental health, Deputy Daly. The draft legislation on the reform of Mental Health Act was put before the Mental Health Commission. Have we a definitive date for the publication of that report or, if it is already done, can we see it?

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (4 Dec 2019)

Pat Buckley: Page 58 of the programme for Government indicates the Government's support of timely patient discharge from hospitals. Unfortunately, in many cases, the step-down facilities or home help hours are not available for doctors to discharge patients into the most appropriate care setting, with doctors always discharging patients who are medically fit for discharge where a proper care setting is...

Committee on Public Petitions: Decisions on Public Petitions Received (4 Dec 2019)

Pat Buckley: It is in the conclusion here, in the very last line, that this could be reviewed again in 2022-23. It is actually opened up for review anyway, so I would agree with the recommendation at the present time.

Committee on Public Petitions: Decisions on Public Petitions Received (4 Dec 2019)

Pat Buckley: Yes, Chairman, and thank you. It is just on the recommendation that we forward a copy of the response from the Department of Education and Skills to the petitioner and close the petition. The summary of what the petitioner is actually looking for references reforms in the primary school structure, which is very positive. Society is changing in terms of issues such as mental health and...

Committee on Public Petitions: Decisions on Public Petitions Received (4 Dec 2019)

Pat Buckley: There were two things I was looking at in the notes. It is stated that in discussion with the Inland Fisheries reference was made to avoiding duplication so obviously there is a repetition of answers coming in. Is that still ongoing? Will that petition be coming back to the committee? It will; that is all right because it seemed to have gotten lost.

Committee on Public Petitions: Decisions on Public Petitions Received (4 Dec 2019)

Pat Buckley: Good. Thank you, Chairman. There was another one two meetings back, Petition 00057/19: Unauthorised Development of the River Shannon. There was a lot of documentation coming in. I am new to the committee and I was interested in this and other petitions. I am just trying to clarify if they all still remain open. Would it be weeks or months before some of these petitions come to fruition?...

Committee on Public Petitions: Decisions on Public Petitions Received (4 Dec 2019)

Pat Buckley: That is perfect. That is all the clarification I was looking for.

Written Answers — Department of Education and Skills: School Accommodation Provision (20 Nov 2019)

Pat Buckley: 117. To ask the Minister for Education and Skills his plans to develop new primary and second- level schools in Midleton and east County Cork to respond to a growing population of primary school students and longer term projections in population growth for the future. [47882/19]

Written Answers — Department of Transport, Tourism and Sport: Road Projects Status (20 Nov 2019)

Pat Buckley: 269. To ask the Minister for Transport, Tourism and Sport if a feasibility study has been carried out into the prospect of a bypass road project for Castlemartyr, County Cork; if not, his plans to request such a study and to implement measures to address congestion in the town which has become a major problem with over half a million vehicles passing through Castlemartyr per month. [47883/19]

Written Answers — Department of Health: Healthcare Infrastructure Provision (19 Nov 2019)

Pat Buckley: 365. To ask the Minister for Health the status of the Linn Dara campus in Cherry Orchard Hospital; the number of residential beds operational; the services offered by the day hospital; the staffing levels; the number of staff vacancies; and if he will make a statement on the matter. [47287/19]

Written Answers — Department of Health: Medicinal Products Availability (12 Nov 2019)

Pat Buckley: 384. To ask the Minister for Health if his attention has been drawn to problems in procuring Epanutin 50 mg Infatabs for patients prescribed same (details supplied); his plans to rectify the situation in order to minimise harm to patients; and if he will make a statement on the matter. [46518/19]

Topical Issue Debate: Mental Health Services (7 Nov 2019)

Pat Buckley: I thank the Minister of State for her reply but I might as well have been looking at the blank side of the page. It was totally inadequate. This scandal is happening all over the country, not just specifically in Waterford. The Minister of State with responsibility for mental health and the Minister for Health have copies of protected disclosures from personnel in mental health...

Topical Issue Debate: Mental Health Services (7 Nov 2019)

Pat Buckley: I want to humanise this issue because we are all well aware of what is happening in University Hospital Waterford. Shauna Aylward describes hell on Earth. She spent three months in the unit earlier this year. She stated: I had no idea of what I would expect, I had no idea it would be like that. I thought this would be somewhere I could get help, somewhere I would feel safe and could get...

Ceisteanna ar Reachtaíocht a Gealladh (Atógáil) - Questions on Promised Legislation (Resumed) (7 Nov 2019)

Pat Buckley: The number of patients on trolleys in Cork University Hospital, CUH, this week alone has been in excess of 60 each day. All scientific evidence will show that the longer someone is on a trolley, the poorer the patient outcome. This is also the case when there is a shortage of nursing staff. There are 60 vacancies at present in CUH and the office of the HSE CEO, Paul Reid, has directed that...

Written Answers — Department of Health: Eating Disorders (5 Nov 2019)

Pat Buckley: 440. To ask the Minister for Health the amount allocated for the clinical programme on eating disorders in 2018 and 2019; if the funds have been released to the HSE; and the amount spent in 2018 and to date in 2019, in tabular form [44250/19]

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (23 Oct 2019)

Pat Buckley: The same issue arises in regard to the hard-fought for CCTV system in Midleton in east Cork, in that An Garda Síochána does not want to take on responsibility for its maintenance and the municipal district in east Cork, formerly Midleton Town Council, has a major issue with it as well. There is a new CCTV operational in the town, which took a lot of fundraising to get up and...

Committee on Public Petitions: Decisions on Public Petitions Received (23 Oct 2019)

Pat Buckley: I agree with the overall points raised in the petition. While I do not want to get into a debate here, the Austrian model builds 2,700 units per year outside Vienna. Austria has a standard rate of rent of approximately €600 per month and they supply their schools, doctors and everything else. While the petitioner is flagging up a point about nervousness and planning for the future,...
