Seán Fleming: There are ten previous reports from the group over the past four years. Some of those matters were concluded over that period. When I came into office, there was a small handful of ones that had not been concluded yet. I took the view that I would close off the cost of insurance working group and integrate it into the group reporting directly to the Cabinet to elevate all its recommendations.
